Inspection Summary:
An inspection for compliance with an approved erosion and sedimentation control plan for construction of this new facility
was conducted on February 10, 2021. At the time of inspection, the facility was under construction with sedimentation
control measures installed. In reviewing the NOI for NCG140000 coverage that was received by the Central Office on March
1, 2021, along with the approved erosion control plan, the discharge outfall coordinates listed on the NOI appeared to match
with the site's sediment basins/control measures. This information, along with additional comments regarding an NOV that
was previously issued on January 8, 2021 to the applicant for violations of the NCG140000 permit for their existing batch
plant also located at Fort Bragg/Pope Army Airfield, was e-mailed from Mike Lawyer with the Fayetteville Regional Office to
Mike Meloy with the Central Office on March 12, 2021. Additional e-mail communication occurred between Mike Lawyer and
Mike Meloy on March 31, 2021 regarding the receiving stream classification possibly being a Water Supply Watershed
Critical Area, which would require input from the Public Water Supply Section of DWR prior to issuance of coverage under
the NCG140000 permit. Dependent upon review and comment by staff with the Public Water Supply Section, DEMLR-FRO
staff have no objections to issuance of coverage under the NCG140000 General Permit.
