Box 726 Bryson City, NC 28713 telephone (828) 488-3335 Fax (828) 4884474 March 22, 2021 Daniel Boss, Assistant Regional Supervisor Water Quality Regional Operations Section Asheville Regional Office Division of Water Resources, NCDEQ 2090 U.S.70 Highway Swannanoa, NC 28778 Subject: Response to Notice of Violation Nov-2021-PC-0166 Permit No. NCO026557 Bryson City WWTP Swain County The Town of Bryson City has the following response to the Notice of Violation letter dated March 3, 2021 for the violations noted during the inspection of the Bryson City Wastewater Treatment facility. 1) Bar Screen: The bar screens will be monitored and cleaned on a regular basis. The Town of Bryson City is working with McGill Associates and USDA to design and fund either a new plant or the complete rehabilitation of the existing plant. The bar screen will be addressed during this process. 2) Pumps-RAS: The Town has purchased 3 pumps and 160 ft of hose ($5436) as a temporary fix. A purchase order in the amount of $8,180 has been approved for Environmental Inc. to repair the hole. We have requested that this be done no later than May 1, 2021. 3) Disinfection -Liquid: The chlorine contact chamber will be cleaned more frequently. 4) Effluent Sampling: A new thermometer will be ordered to replace the broken one. A call has been placed to have the sampler repaired or replaced. 5) Flow Measurement -Effluent: The effluent weir plate will be repaired by the Town of Bryson City within 1 week. 6) WWTP #2 Aeration DO level- The DO level will be monitored more closely and adjustments will be made as needed. 7) Clarifier buildup of solids- First, the weir area will be cleaned more frequently. Second, the weir in the clarifier is a direct result of the return activated sludge not properly functioning. When it is repaired, this should clear up. The money from this civil penalty could be used for repairs of the facility including the return activated sludge (RAS) repair.
