The reporting of whole effluent toxicity testing data is a dual requirement. If you receive .notification from your contract laboratory that a test was invalidated„ you should immediately notify the Environmental Sciences Section at (919) 733-2136 and provide written documentation indicating .why the test was invalidated and the date when follow-up testing will occur. On July 12„ 2004 the Division received documentation from Dixie Yarns that effectively waived the Company's rights to an Administrative Hearing and stipulated to the facts stated in the enforcement case, Prior to presenting the remission request at the Director's regularly scheduled enforcement conference, our office was informed by staff from the Aquatic Toxicology Unit that the November 2003 multiple concentration toxicity test contained a data inversion at the highest test concentrations of 90% and 100% effluent. (Apex) is pleased to submit our findings on the recently requested head works analysis oldie Town of Oakhoro Wastewater °Treatment Facility (WWIF). ,Jointly„ both towns have requested that "file Dixie Group evaluate the potential impacts to. the WWTF, if any, of the planned disposal of chlorinated solvent groundwater to the sanitary sewer system,. The following paragraphs describe the approach used by Apex, our findings of the analysis and our conclusions OR the impacts of the groundwater at: the WWTF, APPROACH To evaluate if any impacts Would likely occur at the 'WWTF due to the groundwater, Apex approached the analysis from multiple parallel paths. The first involved the collection of engineering data regardirvi the lu- pine components at the WWTF and current operational scenario being used by the operators to inaintain a compliant discharge. The second involved the collection of inlet raw SC Wage chemical data to determine the current. level of volatile organic compounds (VOCs), Lastly, Apex used the collected information and engineering judgment and calculations to determine if any impact would be seen at the WWTF. Engineering, data was collected While ,Apex \\,as on -site at the WWTF and \ve wish to thank Mr, Erie Culee„ the WWIF licensed operator, for his time and assistance with this effort, The engineering information was typically collected from the construction drawings and specifications from the latest expansion of the WWII'. Operational information was collected by interviewing Mr. Curlce and observing WwrF operations. Sampling of the raw sewage inlet wastewater was performed by Apex personnel with Mr. Coulters assistance, The collected sample was then analyzed in accordance with state and federal requirements and guidelines. 13w4groun1 Infinniation on .Request fir S'cwer Discharge Fotwer arie Group Facility - Stanfield, ,Vorth Carolina Apav Project Aro. 510081,004 March 29, 2006 Page 2 9f',7 To establish a basis. for analysis if any impacts would likely occur at the VWTF, Apex reviewed historical data from the Stanfield facility and established. the following: • Peak groundwater flow rate of 24,000 gallons per day (GPD); • Total major constituents of concern concentration of 27,5 milligrams per liter or parts per million (PPM). FINDINGS Engineering Evaluation The engineering evaluation of the WWTF indicated the following regarding the in -place components' • The WWTF uses the extended -aeration activated -sludge treatment process to treat the influent wastewater, • The two duplicate aeration basins have a total capacity of 1,200,000 gallons and one basin is in-service. • .Aeration for each basin is provided three 15 Horsepower floating aerators.. • Treated wastewater gravity drains to up to three clarifiers of which only .the 500,000 gallon capacity unit is in-service. • Settled sludge from the clarifier (trains to the sludge return basin where it is either returned to the basin or processed for off -site disposal. • Clarified wastewater is further treated using chlorine injection for disinfection which is then followed by the injection of sulfur dioxide gas tbr removal of excess chlorine prior to discharge to the Rocky River, The evaluation also indicated the vwi regarding the availabilitv of process equipment a :he WWTF 4 the WW,CF: is wild -Lily using nflk one 0L'Rt1it hoId since 0 toss of a mato:. industrial ,.,KLA.V.::," • Spares for the at:I-at:ion equipment at the WWII appear to be g.eneraIly available • The in -use clarifier is the most recent unit and appears to be providing high -quality effluent, • The out -of -service clarifiers appear to require some improvements and rep. is if they are needed to be returned to service. Review of the 2005 discharge monitoring reports have indicated an average daily dry -weather flow rate of 307,000 GPD and that the ww-a. has maintained a compliant discharge for the entire ym: 'Therefore, the availability issues described above have not had an adverse impact on the performance of the WA,VEF. Obviously flour the compliance status of the WWTF discharge, the operations of the -W \NIT are proceeding corrmtly, Sampling. Results Apex collected a sample of .the influent raw wastewater from the inlet screening complex in the -lawn of Oak.boro on March 8, 2006. Since the laboratory analysis requested included volatile organic compounds, a single grab sample was collected. The sample was placed into laboratory provided glassware and delivered to Pace. Analytical in Huntersville, North Carolina fbr analysis using EPA Methods 601 and 602.. Results from the sample indicated that the influent raw wastewater contains constituents typically associated with gasoline or diesel fuel in trace levels (parts per billion). Also, the testing indicated the presence of chloroform which is typically associated with an industrial discharge. To perform these calculations, Apex made several assumptions regarding the removal of the constituents. These are: • Residence time from the discharge point to the WW1T inlet is 72, hours: • Biodegradation of the major constituents. of concern occurs in the sewer system between the site and WWTF per standard published rates of reaction; • Reinoval of the major constituents of concern in the aeration basinoccurs by both biodegradation and stripping of the components into the air; • The stripping can be modeled using "standard" air stripping methods at an appropriate air: water ratio;lind • Biodegradation occurs within the aeration basin under aerobic conditions at rate.s corresponding to established. standards; • Biodegradation occurs within the clarifier under aerobic conditions at rates corresponding to, established standards. The static groundwater concentration data from the latest sampling event (March 2006) was used to determine the likely maxiinum groundwater discharge concentrations to the WWTF. This data and specific data on strip ability and biodegradation were added a spreadsheet program to determine the various values. The printout of the spreadsheet program is included with this letter as an attachment. Results of the model indicate the following: • The daily average dry weather flow rate at the WWII' for 2005 was 30700 GPI) • The combined total wastewater inlet concentration of major constituents of concern will be approximately 2.2 PPM. • The time spent in the sewer system between the discharge point and the WWII' results in a reduction of the major constituents of concern from approximately 22 to 2 PPM. • The basin aerators produce 45 pounds of oxygen per hour per aerator, or 643 pounds of air per hour total. • The air: water volumetric ratio in the aeration -basin is 5: L • The hydraulic residence time in the aeration basin is 1,95 days. • The total concentration of the major constituents of concern is reduced from an inlet concentration of approximately 2 to less than 0,05 PPM due to the air stripping taking place in the basin. We are now working with the Town of Stanfield and Oakboro to discharge the treated water from the stripping tower to the public sewer system, It was estimated that this would be worked out in May 2006, but this has not been accomplished at this time, Hopefully, the final solution will occur by late July and the NPDES Permit can be cancelled provided we can discharge to the local sewer system. ff we are not able to discharge to the local sewer system and need to put the pump and treat system into operation, we will go forward with the permit renewal as soon as possible. There was no toxicity report for December 2003 and there will be no toxicity report for January 2004 due to no -flow condition. The system should be in back in operation for the April 2004 test.
