This stormwater system has been approved for the management of stormwater runoff as described on page 3 of this permit, the Project Data Sheet. The subdivision is permitted for 199 lots with Lots 1-184 allowed 500 square feet of built -upon area and Lots 185-199 allowed 728 square feet of built -upon area. 3. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of the permit. 4. All stormwater collection and treatment systems must be located in either dedicated common areas or recorded easements. SCHEDULE OF COMPLIANCE No homeowner/lot owner/developer shall fill in, alter, or pipe any drainage feature (such as swales) shown on the approved plans as part of the stormwater management system without submitting a revision to the permit and receiving approval from the Division. 2. The permittee is responsible for verifying that the proposed built -upon area for the entire lot, including driveways and sidewalks, does not exceed the allowable built -upon area. Once the lot transfer is complete, the built -upon area may not be revised without approval from the Division of Water Quality, and responsibility for meeting the built -upon area limit is transferred to the individual property owner. 3. If an Architectural Review Committee (ARC) is required to review plans for compliance with the BUA limit, the plans reviewed must include all proposed built -upon area. Any approvals given by the ARC do not relieve the homeowner of the responsibility to maintain compliance with the permitted BUA limit. 4. The permittee shall submit to the Director and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to the approved plans, regardless of size. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area. C. Further subdivision, acquisition, or sale of all or part of the project area. The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval or a CAMA Major permit was sought. f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. The Director may determine that other revisions to the project should require a modification to the permit. G. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. 7. The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface. 8. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 9. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. 10. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. Permanent seeding requirements for the stormwater control must follow the guidelines established in the North Carolina Erosion and Sediment Control Planning and Design Manual. 12. The permittee shall at all times provide the operation and maintenance necessary to assure that all components of the permitted stormwater system function at optimum efficiency. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and revegetation of side slopes. d. Immediate repair of eroded areas. C. Maintenance of side slopes in accordance with approved plans and specifications. £ Debris removal and unclogging of structures, orifice, catch basins and piping. g. Access to all components of the system must be available at all times. 13. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 14. Prior to the sale of any lot, deed restrictions must be recorded which limit the built -upon area per lot to the amount as shown on the Project Data Sheet, per Section I, Part 2. The recorded statements must follow the form: a. The following covenants are intended to ensure ongoing compliance with State Stormwater Management Permit Number SW8 970241 Modification, as issued by the Division of Water Quality under NCAC 2H.1000. b. The State of North Carolina is made a beneficiary of these covenants to the extent necessary to maintain compliance with the Stormwater Management Permit. These covenants are to run with the land and be binding on all persons and parties claiming under them. d. The covenants pertaining to stormwater may not be altered or rescinded without the express written consent of the State of North Carolina, Division of Water Quality. e. Alteration of the drainage as shown on the approved plans may not take place without the concurrence of the Division of Water Quality. The maximum built -upon area per lot is 500 square feet for Lots 1 — 184 and 728 square feet for Lots 185 - 199. This allotted amount includes any built -upon area constructed within the lot property boundaries, and that portion of the right-of-way between the front lot line and the edge of the pavement. Built upon area includes, but is not limited to, structures, asphalt, concrete, gravel, brick, stone, slate, coquina and parking areas, but does not include raised, open wood decking, or the water surface of swimming pools. g. Lots within CAMA's Area of Environmental Concern may be subject to a reduction in their allowable built -upon area due to CAMA regulations. h. All runoff on the lot must drain into the permitted system. This may be accomplished through providing roof drain gutters which drain to the street, grading the lot to drain toward the street, or grading perimeter swales and directing them into the pond or street. Lots that naturally drain into the system are not required to provide these measures. re State Stormwater Management Systems Permit No. SW8 470241 Modification 15. Prior to transfer of the permit, the stormwater facilities must be inspected by DWQ personnel, and determined to be in compliance with all permit conditions. Any items not in compliance must be repaired or replaced to design condition prior to the transfer. Records of maintenance activities performed to date will be required. 16. A copy of the recorded deed restrictions must be submitted to the Division within 30 days of the date of recording the plat, and prior to selling lots. The recorded copy must bear the signature of the Permittee, the deed book number and page, and stamp/signature of the Register of Deeds. 17. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 18. Built upon area includes, but is not limited to, structures, asphalt, concrete, gravel, brick, stone, slate, coquina and parking areas, but does not include raised, open wood decking, or the water surface of swimming pools. III. GENERAL CONDITIONS 1. This permit is not transferable except after notice to and approval by the Director. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a "Name/Ownership Change Form" must be submitted to the Division of Water Quality accompanied by appropriate documentation from the parties involved, including as may be required, but not limited to, a deed of trust, recorded deed restrictions, Designer's Certification and a signed Operation and Maintenance plan. The project must be in good standing with DWQ. The approval of this request will be considered on its merits and may or may not be approved. 2. The permittee is responsible for compliance with the terms and conditions of this permit until such time as the Director approves the transfer request. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. 4. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. 5. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 6. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and reissuance or termination does not stay any permit condition. 7. Permittee grants permission to staff of the DWQ to access the property for the purposes of inspecting the stormwater facilities during normal business hours. 8. The permittee shall notify the Division of any name, ownership or mailing address changes within 30 days. 7 State Stormwater Management Systems Permit No. SW8 970241 Modification 9. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction. The site is developed and has no naturally occurring vegetation with the exception -oft v'egetation'on the frontal dune system :- • on the property. The tract where the re -development of the proposed addition of 15 RV spaces is located on the southwest corner of the developed parcel. The first line of stable natural vegetation is at or near the seaward toe of the frontal dune adjacent to the south property line. The proposed expansion development is located within the Ocean High Hazard and Ocean Erodible Areas of Environmental Concern. The tract is bordered to the west by the commercial property of the Islander Motel and to the'north and east by the existing 184 spaces RV park. The tract is bordered to the south by the frontal dunes, unvegetated beach area, and the Atlantic Ocean. The shoreline adjacent to the 538' ocean side property line appears stable with no apparent signs of erosion at the time of the site visit. A frontal dune with vegetation exists on the property. Elevation of the tract where the re -development is proposed is ± 19 feet, and located in FIRM zones VE with a base flood elevation of 15 feet and FIRM zone X. The subject tract has mostly existing level open yard area which serves as a nitrification field on the southern end of the tract and other existing development such as a building structure, land improvements, on site waste waster system, paved parking area, and utilities infrastructure existing on the property. The existing two- story, 9,332 ft building (formerly 8 apartment units and office building) and existing parking lot are to be razed to accommodate the expansion development for the additional 15 recreational vehicle spaces, on site waste water systems and associated utilities. The water distribution system was approved by the Public Water Supply Plan Review Section, and the Storm Water Plan was approved by DENR-DWQ. Land Quality approved the Erosion and Sediment Control Plan for the construction. A list of previous state or federal permits issued for work on the existing development ainclude: OSWW 97-14 (2/10/98); DWQ SW970214 (12/08/97); and LQ 960917CA. The Atlantic Ocean is classified SB by the Environmental Management Commission. The property is located in the White Oak River Basin. The applicant proposes to expand the existing 184 site RV park- -tenant _ . by adding 15 additional RV sites or spaces_with appuutilities such as water, x _ YTrF. _ 'electr'ical;"telephone, cable TV; and waster water=hook-u " -.for each site. Thirty`seven:—= _. _ -on-site waste water systems currently -service the existing park and four new on site _ waste water systems are proposed to service -the additional 15 RV sites. - - The existing two: -story structure and existing parking lot will lie razed and the _ debris hauled to an approved location. After the demolition is complete, general construction of the RV park expansion will commence. The development for the proposed new RV sites will be located starting sixty (60') landward from the first line of stable natural vegetation, satisfying the long term erosion setback line for small structures. The proposed new nitrification field is to be located approximately 235' feet landward from the first line of stable natural vegetation and the proposed 25' x 33' bath house is to be located approximately 295' landward from the first line of stable natural vegetation. No land disturbing activity is proposed on or in the dune system; however, filling and grading is necessary 60' landward from the first line of stable natural vegetation to prepare the proposed expansion area. During construction of the proposed expansion of the 15 additional RV sites, bath house, access roads, nitrification fields, and appurtenant utilities, a total of 35,000 square feet or .80 acre of the tract would be disturbed. Temporary fencing would delineate and isolate the work area. Work is scheduled to begin no earlier than September 15, 2004 and is expected to be completed by April 15, 2005. 10. Anticipated Impacts: The project as proposed would impact 35,000 ft2 or .80 acre. The proposed development for the expansion will occur entirely over previously existing developed area. The proposed development appears to be consistent with the existing use on the property. Roy D. Carteret County #y CCAJ During the Iate.1964's, extensive grading was done on the land which is now occupied by The Islander Motel, the Td'wn of Emerald Isle, (Western Park) and The Bod` cdwalk RV Parka At the time of grading, the land was a series of dunes and troughs. During grading operations, the land was stabilized by a clayey soil to a depth of approximately 4 to 6 inches deep. The clayey soil was referred to by some as "blue gumbo" and it was hauled f rom an area north of Cape Carteret to the island. The soil grew grasses very well and kept the sand from blowing. Land was disturbed from an elevation of + 6.0 feet to + 24 feet. Generally, the contours were flattened out, almost leveled. The Boardwalk RV Park is a project which began and was completed in 1998. The land upon which the project was built was also occupied by a large (90 foot square), two story structure which was built in the early 1980's. This building was constructed to provide office space for the park, as well as bathroom facilities. The second floor of the structure is an apartment complex, containing eight, two bedroom units. The land area south of the building was designated as a nitrification field by the Carteret County Environmental Health Division of the Health Department. The existing building is framed with steel and has deteriorated since being built. It needs to be demolished. There are thirty-seven septic systems permitted by On Site Waste Water. The water distribution system was approved by the Public Water Supply, Plan Review Section, and the Storm Water Plan was approved by DENR-DWQ (SW8 970241). Land Quality approved the Erosion and Sediment Control Plan for the construction. No plan is = required for the disturbance of 32,000. square feet. Once a permit has been issued, everything you do is subject to the rules and must be submitted for approval and permitting before you do anything. You can just answer Items 1 and 3 and I'll make changes on the supplement. Fax revised talc for Trench 2. Trench 1 is okay because less bua is now going to it. 1. What is the bottom elevation of the trench? The Supplement says 11, but the existing permit says 12. 2. With the revised bua (14,480 instead of 13,730), the trench can't hold the 1.5". Show that it can infiltrate the 25 yr 24 hour event so no bypass is required. Just fax this talc sheet over the with agent authorization form. I believe that it works. 3. What is the storage elevation on the basin? The permit says 13.5, but the supplement says 13. Thanks - I think this will wrap it up. I have drafted the permit. The purpose of this evaluation was to determine the depth to soil wetness colors and saturated hydraulic conductivity for the design and installation of a storm water detention / infiltration system to serve the above referenced project. The scope of the preferred site was provided by fax and is attached. Though the existing surface conditions are obviously disturbed at depths from 24" to 48", apparently for nitrification fields and similar improvements over the years, the soil on this area conforms to the range in soil characteristics of the Newhan soil series -as described by the attached abbreviated standard NRCS profile description. Soil wetness colors are over 16' deep and is representative of the entire site at and above the elevation of 19' MSL as shown on the map attachment provided. The saturated hydraulic conductivity provided by NRCS is over 20" per hour (up to 100") but when accumulative sediment clogging of the infiltration surface is considered, I recommend a design infiltration rate of between 6" and 20" per hour. The elevation of these soils commonly ranges up to about 75 feet or more above mean sea level. The soil consists of sand and shell fragments deposited mainly by wind along the Atlantic Coast. However, some areas are a result of dredge spoil material. The mean annual precipitation ranges from 47 to 60 inches and mean annual temperature ranges from 53 to 74 degrees F. Carteret County Stormwater Plan Discussion: This project was constructed in 1998 in compliance with approved plans and specifications. There is a grade break in the project which allows runoff to be treated in a northeast, open dry basin. The infiltration basin has 47,762 cubic feet of storage for an impervious area of 159,984 square feet. A trench type infiltration (perforated pipe) trench system is proposed on the southern (ocean side) area of the project. There are presently, two of these systems on the property. This proposed expansion plan creates a third infiltration trench. The net difference in the expansion decreases the amount of runoff to the initial infiltration basin from 12,764 square feet to 7,606 square feet. The obvious difference is the removal of a building with sidewalks which is nearly 10,000 square feet. Stormwater Treatment: The permitted plan provided for 8" of storage in the infiltration basin. Flow was directed into perforated pipes where it infiltrated into the groundwater. The elevation of the bottom of the basin is + 10.5 feet. An overflow is provided, but has never been used because of the excessive storage provided. Because the plan reduces flow into the basin, no further discussion has been provided here. The proposed infiltration trench on the south side (ocean front) of the property considers the 2 inch event (Emerald Isle requirements). The inlet elevation of the devise will be set at + 18.5 feet, and the bottom elevation of the installation will be set at + 11.5 feet. This device will be set approximately 105 feet north of the f irst line of vegetation, at least 40 feet further northward than the initial two infiltration trenches. A soil investigation on the area of the proposed infiltration trench, was made by Wayne Ragland, L55, and it is included herein. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of 'this permitted facility, a certification- must be received from an appropriate designer for the system installed certifying that the -permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and revegetation of side slopes. d. Immediate repair of eroded areas. e. Maintenance of side slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of catch basins, piping and filter media. g. Access to the trenches and basin must be available at all times. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 6. The maximum built -upon area per lot is 500 square feet, inclusive of that portion of the right-of-way between the lot line and the edge of pavement, structures, pavement, walkways of brick, stone, or slate, but not including open wood decking or the water surface of swimming pools. 7. The covenants pertaining to stormwater regulations may not be changed or deleted without concurrence of the State. 8. Alteration of the drainage as shown on the approved plan may not take place without the concurrence of the State. 9. Lots within CAMA's Area of Environmental Concern may be subject to a reduction in their allowable built - upon area due to CAMA regulations. 10. All runoff on the lot must drain into the permitted system, per the drainage areas delineated on the approved plans. This may be accomplished through providing roof drain gutters which drain to the street, grading the lot to drain toward the street, or grading perimeter swales and directing them into the pond or street. Lots that naturally drain into the system are not required to provide these measures. 11. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and'other supporting data. 12. Prior to transfer of ownership, the basins and trenches must be inspected by DWQ personnel, and determined to be in compliance with all permit conditions. Records of maintenance activities will be required. 13. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction. Parker Construction Co., Inc an —, Managing Partner of The Boardwalk RV Park (Georgia Murray) and work was begun immediately on The Boardwalk RV Park. The contractor has installed septic systems, water main and considerable grading has been completed. The owner was granted a permit by the Town of Emerald Isle (98-00509) to demolish the "Boardwalk Building" on 5-04-98. The structure was a concrete block building and had served as a grill, and beach pavilion with associated parking, showers and baths. The building was demolished and the debris was hauled away. The structure itself represents an impervious surface reduction of 4,964 square feet. The impervious surface of the parking lot for the Boardwalk building was originally routed to the infiltration basin located on Louise Avenue. The impervious area will also be reduced by removing the parking lot. The area is approximately 5,850 square feet. The grade break occurs at the south edge of the parking lot, so the net reduced flow (because of removing the parking lot) is still directed toward the infiltration basin on Louise Avenue. There has been no attempt to downsize the infiltration basin because of reduced runoff from the parking lot which will be obliterated. DISCUSSION OF PROPOSED MODIFICATION The absence of the Boardwalk Building and parking lot makes available additional area for RV sites. The existing septic system from the former Boardwalk Building has been examined by the local health department sanitarians and it provides adequate treatment for reconfigured and additional RV sites. A plan has been prepared and has been submitted to Emerald Isle for approvals. Assembly No 2 Each additional RV site accounts for five hundred (500) square feet of impervious area. There are presently, eleven (.11) sites and added street areas which need to be considered for draining into Assembly No 2. The exact figures have been calculated by Alan Bell, RLS and is shown on the attached drawing of Assembly No 2. The proposed location for Assembly No 2 is also shown to be parallel to the shoreline versus the original configuration. The added volume requirement dictates fifteen (.15) lineal feet be added to the Assembly as shown on the calculations. Assembly No 1. There is also proposed, a slight increase of impervious surfaces which will drain toward Assembly No 1. The original design approved under SW8 970241 was shown to have an excess capacity of 25.5 cubic feet. Runoff from the proposed modification will increase only 6.25 feet, leaving an oversized volume of 1.9.25 cubic feet. Infiltration Basin on Louise Avenue Investigation of the nitrification area west of the former Boardwalk Building has revealed a configuration of lines which require the elimination of lots approved under the original plan. These lots are numbered 83 and 1.07. These lots are being shifted to be located on SS-28 (a former nitrification field site). There is neither gain nor loss of impervious areas as a result of this shift. Two lots have been eliminated in one location, and added in another location. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. II. SCHEDULE OF COMPLIANCE The permittee will comply with the following schedule for construction and maintenance of the stormwater management system: a. The stormwater management system shall be constructed in it's entirety, vegetated and operational for it's intended use prior to the construction of any built -upon surface except roads. b. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 2. The permittee grants permission to DENR Staff to enter the property for the purposes of inspecting the project for compliance with the conditions of this permit. 3. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. The maximum built -upon area per lot is 500 square feet, inclusive of that portion of the right-of-way between the lot line and the edge of pavement, structures, pavement, walkways of brick, stone, or slate, but not including open wood decking. 7 The covenants pertaining to stormwater regulations may not be changed or deleted without concurrence of the State. 8. Alteration of the drainage as shown on the approved plan may not take place without the concurrence of the State. 9 Areas within CAMA's Area of Environmental Concern may be subject to a reduction in their allowable built -upon area due to CAMA regulations. 10. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 11. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction. III. GENERAL CONDITIONS 1. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a "Name/Ownership Change Form" must be submitted to the Division of Water Quality accompanied by appropriate documentation from the parties involved, such as a copy of the deed of trust. Other supporting materials, such as a signed Operation and Maintenance plan in the case of engineered systems, will also be required. The project must be in good standing with DWQ. The approval of this request will be considered on its merits and may or may not be approved. Aftcr a two hour rainfall of 6 inches as you mentioned, then I'll have accumulated approximately 53,300 gallons (6" x 106,656 sq.ft.). While it is accumulating, It's drawing dowry at a rate of from 16,000 to 32,000 gallons/day. I think this is an instance of "best judgement" and I just frankly don't know where to turn. That is, make sure that when it rains hard, the volume difference between what is infiltrated and what falls as rain can safely be stored in the basin at it's current size. 2. In our report of March 20, 1997, we evaluated groundwater flow direction for the 'shallow aquifer system, the depth to water table at the site, and we evaluated the grain -size distribution of sediments for the purpose of stormwater infiltration. We calculated a permeability value for sands of the unsaturated zone of 50 gpd/square foot and we suggested a long-term acceptance rate (LTAR) of O.B to 1.2 gpd/square foot. This LTAR was based by GMA on criteria for Conventional septic systems. We had previously reported to you an LTAR value of 0.4 to 0.5 gpd/square foot for this site for design of a UP system. The correct value to use for this project for design of a stormwater retention pond is 50 gpd/squara foot, which is the hydraulic conductivity of the sediment of the saturated and unsaturated surfical aquifer. Soils must have a minimum hydraulic conductivity of 0.52 inches per hour to be suitable for stormwater infiltration, and the infiltration system must be designed to completely drawdown to pre -storm levels within five days. GMA recommends that you use a value for expected infiltration rate for this project based on the calculated hydraulic conductivity of 50 gpd/square foot (or 3.3 inches/hour). our analysis indicated that soil/sediment at the site should be classified as sand, but loamy sand xaay be locally present. When it was constructed by the Town, they installed a raised curb on the paved section of the street, making it impossible to let any water leave the street. We plan to leave the curb section in place. Please see the revised typical section as shown on Sheet .1. of 2. The raised curb section exists all along Louise and Boardwalk. None of the rainfall from those streets will enter our infiltration basin. 3. The infiltration system has been redesigned to accept the 8 inch storm event, no bypass system is planned. 4. 1 have specified and shown a distribution pipe (same size as the discharge piping from both locations into the basin, complete with perforations for even distribution and to extend the life of the basin. 5.a. We have revised the grade break line to show the proper drainage into the North Basin and into the Trench # 2. 5.b. The concrete walkway has been added to the impervious figures. 5.c. Alan Bell is the surveyor on this project and I asked him to recheck his impervious figures. He is quite sure that they are accurate and we've included them on "stickyback" so they are shown on the drawing for clarity. 5.d. Lot 147 drainage calculations have been revised as you pointed out. 6. The inverted crowns will be flatted and "channeled" to allow the runoff to divert into, the pipes as shown on the connector detail for Louise on Sheet 1 of 2. 7. Soil Scientist visited the north basin site on May 19, 1997 (his earliest opportunity) groundwater was encountered at a depth of 20". In order to permit this site, the bottom elevation of the north basin must be increased to 10.5 or 11.0, and backftlled with clean sand. Please revise the contour areas/volume calculations based on the new bottom elevation. It appears from the flow arrows you have shown on the plans that the southern half of Louise Avenue will be collected into the pipe under Boardwalk Avenue. This impervious area must be accounted for. It is unclear what happens to the runoff from the north side of Louise Avenue. No existing ditch section or elevations are shown for Louise Avenue or the west side of Boardwalk. A false ditch has been shown on the east side of Boardwalk. 3. How will the runoff in excess of the first inch bypass the systems? For infiltration, runoff in excess of the design storm must be bypassed around the systems, unless the 25 year, 24 hour storm of 8" is used. Please show the location of the bypass structures and a detail, or provide revised calculations. The project has provided sufficient storage for the V. 4. GMA performed a preliminary hydrogeological assessment of the property in October of 1995, including the installation and evaluation of six temporary groundwater monitoring wells (TW 1 through TW6, Figure 1) and one deep soil boring (TBI, Figure 1). Site stratigraphy logged at that time indicated a continuous sequence of well -sorted fine quartz sands, with minor amounts of medium and very fine sand, throughout the site. Trace concentrations of humus occur locally in the upper 0.5 to 1 feet of the site. A lower confining unit to the sandy aquifer (e.g., a clay bed) was not encountered in any borehole (typically terminated at 9 feet below land surface). GMA revisited the site on March 12, 1997, in order to determine the feasibility of installing a stormwater retention pond in the general vicinity of the depression (10 foot closed elevation contour) located near temporary monitoring well TW6 (Figure 1). A composite sample of unsaturated sediment collected from temporary borehole T132 (Figure 1) was analyzed for grain_ size distribution on March 14, 1997. The analysis (Table 1) verified that unsaturated sediments at the site contain 85 percent or more of sand, and the percentage of silt plus 1.5 times the percentage of clay is less than 15 percent. Thus, in accordance with North Carolina septage rules (NCDEHNR, t993),' the sediment is classified as "sand." GMA recommends a long-term acceptance rate of 0.8 to 1.2 gpolft' for this sediment type. The elevation of the water table at the site on October 10, 1995, was very consistent (Table 2) considering that there is more than 18 feet of topographic relief at the property (Figure 1). The water table at monitoring well locations ranged from 8.61 to 3.81 feet below the land surface (BLS), with an average depth to groundwater of 6.56 feet BLS. Groundwater flow on October 10, 1995 (Figure 1), was toward the southeast along a low hydraulic gradient of approximately 0.001 feet per foot. The relative "flatness" of the water table is a manifestation of the high Hydrogeologists • Geologists • Civil Engineers • Environmental Engineers • Regulatory Specialists 2 permeability of the sands predominating at this site. GMA suspects that the high permeability of the sands also limits seasonal fluctuations of the water table to no more than a few tenths of a foot at any location. The depth -to -groundwater measured in well TW6 (4.24 feet BLS) on March 12, 1997, was very similar to the first depth -to -groundwater measurement collected on October 10, 1995 {Table 2). Additional water levels measured on March 12, 1997, in temporary borings T132 through TB4 indicate that the depth to groundwater varies from approximately 1.6 feet BLS near the eastern end of the proposed retention pond (TB3, Figure 2) to approximately 7.2 feet BLS near the western end of the retention pond (TB4, Figure 2). This site appears to be an excellent choice for a stormwater retention pond for the following reasons: ► The high permeability of the sands will result in a high rate of stormwater infiltration; GMA estimates that permeability of the unsaturated zone may be as high as 50 gpolft2. A long- term acceptance rate of 0.8 to 1.2 gpolft' is suggested based on this sediment type. ► The high permeability of the sands will limit the size and longevity of a groundwater "mound" beneath the retention pond. ► The elevation (i.e., hydraulic head) of the water table is unlikely to vary a significant amount on a seasonal basis because of the high permeability. ► Depth to seasonal -high groundwater at the site varies from approximately 1.6 feet BLS near the eastern end of the proposed retention pond to approximately 7.2 feet BLS near the western end of the pond. In addition to 174 recreational vehicle spaces, it has a rather large building (9,920 sq. ft, counting side walk) which contains an office, a bath facility for the park as well as 8 apartments. The building is scheduled for demolition if all goes well with permits. The Planning Board Technical Review Committee has given tentative approval of the project, realizing that many permits have to be in place before proceeding. A demolition start date is set for September 15, 2004. There will be parking spaces obliterated and two nitrification fields constructed where the parking now exists. Since the building site provides for a large nitrification area also, there is adequate space available to construct approximately 15 additional RV sites as well as a smaller bath house (25' x 33'). The average size of the RV sites in the park is generally 26' x 41' . The minimum size requirement for Emerald Isle is 1,000 square feet per site. The amount of land to be disturbed in the site is approximately 32,000 square feet. SW8 970241 utilizes infiltration devices in three'locations. The property uses two trenches. It also utilizes an infiltration basin. This project eliminates more than 10,395 square feet impervious areas. The added impervious areas will be: 04/17/2004 15:45 252-393-2463 W.B. Plus bath house construction = 25' x 33' = 825 sq, ft. Total = 15,485 sq. ft. So the net difference we're dealing with is 15,485 - 10,395 = 5,090 sq. ft. impervious area. I plan to direct runoff from some areas to the inf iltration basin used by the existing "clubhouse". The remainder of the runoff, I plan to direct to a single trench as we did before. There is one little item which you need to know. The town of Emerald Isle now requires storage for the two (2) inch event. I will be calculating that level for storage. If this is adequate information for you to examine, I'm willing to get on Laurie's schedule (a couple of weeks ?) and will try to get everything ready for whatever date you give me.
