Dick, PE, PH ,JUL 2 8 2011 :8 Project Description JUL 2 2011 h-V -, This document is to serve as a modification to an existing permit (SW8 100201) for the MCB Camp Lejeune — FY09 French Creek BEQ P-1017 P-1047 off Sneads Ferry Road Project. The existing permit contained three separate wet ponds (A, B, and C) that treated the stormwater runoff generated from impervious surfaces. This "mod" is a result of the addition of a turning lane at the Gonzalez Blvd and Birch Street intersection, and the addition of a small amount of new tank trail within the permitted stormwater boundary. Contact Information AECOM Technical Services Inc. Attn: Bryan M. Dick, PE, PH 701 Corporate Center Dr., Suite 475 Raleigh, NC 27607 Telephone: 919-854-6252 Fax: 919-854-6259 Identify Project Involvement The proposed project is located in the White Oak River Basin. The project drains to Cogdels Creek (NCDWQ Index Number 19-23), which has an NCDWQ Stream Classification of SC, NSW. The Modification will result in an increase in BUA of approximately 13,048 sf. The additional stormwater runoff generated from this increased BUA will meet the requirements of retaining the runoff volume from the 1.5 inch rainfall even per the requirements by the state as referenced from the DWQ Stormwater Manual. The additional stormwater will be treated via extra capacity provided in the existing permitted stormwater "Pond B", Permit Number: SW8 100201. Runoff will captured via vegetated swales which will be routed to the existing stormwater "Pond B". This project is not located within '/z miles of SA waters, or 575 feet of ORW waters. Stormwater Desi n Parameters The existing stormwater ponds were designed in accordance with the state stormwater regulations in 2010. The wet basins under the existing stormwater permit will not be redesigned since there is enough extra capacity provided to treat the proposed increase in BUA. i' LBY, JUL 2 g Z01! Discussion of Treatment Measures The existing permitted treatment utilizes the three existing permitted stormwater ponds to treat the required 1.5 inch design storm and meet the TSS and Peak Flow requirements set forth by DWQ. This modification is addressing the adjustments due to the increase of impervious area within the stormwater "Pond B" drainage area. Specifically, to insure that the existing stormwater pond has enough additional capacity and surface area to account for the additional runoff from these proposed improvements. According to Stormwater Permit Number SW8 100201, Pond B has enough additional permitted capacity and surface area to treat the 1.5 inch rainfall depth runoff volume for the proposed improvements. See table below for a breakdown of volumes and capacity: Permitted Proposed Required Provided equired Volume Volume "AdditionalVolume cubicifeet) [cub':clfeet) (cubic, feet) Pond B w 16593.; x18613.-¢.-• ..... _ F.. 2020 7:.r --- r. - 17531', Table 1. Summary of Permitted Vs Proposed Required Volume for Stormwater Ponds Conclusion This Stormwater Management Plan represents an environmentally sensitive and effective plan for utilizing the proposed stormwater treatments to accommodate the increased runoff of the proposed site development. It looks like you reviewed this submittal as a plan revision where they were just using up some of the future BUA. It turns out that Andrew was unclear what future BUA is and submitted a full modification (with the $4000 fee) to increase the total BUA within drainage area B. After talking to him, he is ok with moving forward with the mod to permit the increased total BUA for that drainage area. I did suggest to Andrew that he may want to revise the narrative to be a bit more clear that the BUA they are proposing is in addition to the already permitted BUA (i.e. it is not using up the future allocation). I talked to Georgette and I will be submitting a DOTS ticket to "unpermit" this project in BIMS. I will leave this file on your desk so that you can do the more in-depth review when you return. Dick, PE, PH JUL 0 1 011 Project Description This document is to serve as a modification to an existing permit (SW8 100201) for the MCB Camp Lejeune — FY09 French Creek BEQ P-1017 P-1047 off Sneads Ferry Road Project. Dick, PE, PH 701 Corporate Center Dr., Suite 475 Raleigh, NC 27607 Telephone: 919-854-6252 Fax: 919-854-6259 Identify Promect Involvement The proposed project is located in the White Oak River Basin. The project drains to Ccgdels Creek (NCDWQ Index Number 19-23), which has an NCDWQ Stream Classification of SC, NSW. The Modification will result in an increase in BUA of approximately 13,048 sf. The additional stormwater runoff generate from t is rncrease UA will meet the requirements of retaining the runoff volume from the 1.5 inch rainfall even per the requirements by the state as referenced from the DWQ Stormwater Manual. The additional stormwater will be treated via extra ca a 't rovided in the existing permitted stormwater "Pond B", Permit Number-. SW8 100201. Runoff will captured via vegetated swales which will be routed to the existing stormwater "Pond B". This project is not located within % miles of SA waters, or 575 feet of ORW waters. Stormwater Design Parameters The existing stormwater ponds were designed in accordance with the state stormwater regulations in 2010. The wet basins under the existing stormwater permit will not be redesigned since there is enough extra capacity provided to treat the proposed increase in BUA. Specifically, to insure that the existing stormwater pond has enough additional capacity to account for the additional runoff from these proposed improvements. According to Stormwater Permit Number SW8 100201, Pond B has enough additional permitted capacity to treat the 1.5 inch rainfall depth runoff volume for the proposed improvements_ See table below for a breakdown of volumes and capacity: Permitted Proposed Required Provided Additional Required Volume Volume Volume Capacity (cubic feet) (cubic feet) )cubic feet) (cubic feet) Pond B 16593 18613 2020 1549 Table 1. Summary of Permitted Vs Additional Required Volume for Stormwater Ponds Conclusion This Stormwater Management Plan represents an environmentally sensitive and effective plan for utilizing the proposed stormwater treatments to accommodate the increased runoff of the proposed site development. s F;7, --, E-,D !
