On March 18, 2013, the Wilmington Regional Office received a request to revise the
approved plans for Stormwater Management Permit Number SW8 090630. The
revisions include the addition of a clay liner to Pond A-2 so that it holds a permanent
pool of water. It has been determined that a formal permit modification is not required
for the proposed changes. We are forwarding you an approved copy of the revised
plans for your files. Please replace the old approved plan sheet CG510 in the plan set
received June 10, 2010 and approved on June 15, 2010, as modified on March 22,
2011 and finally as modified on June 1, 2011, with the new sheet CG510 showing the
revised pond A-2 cross section with the 12" clay liner.
Please be aware that all terms and conditions of the modified permit issued on
March 15, 2013, remain in full force and effect. Please also understand that the
approval of this revision to the approved plans for the subject State Stormwater
Permit is done on a case -by -case basis. Any other changes to this project must be
approved through this Office prior to construction. The issuance of this plan revision
does not preclude the permittee from complying with all other applicable statutes,
rules, regulations or ordinances which may have jurisdiction over the proposed
activity, and obtaining a permit or approval prior to construction.

As noted in the RFI the wetland plantings in the basin should not be planted until the water
level in the pond can be permanently sustained. The following actions are proposed to make
the detention basin hold water.
1) A clay liner should be installed in the pond. The liner should be 1.0' thick and should be
placed 1.0' below the proposed finished grade line. Native soil should be placed and
compacted above the clay linter to bring the pond to the proposed finished grade. The clay
liner should extend up to elevation 17,0 ft. The clay liner should meet the following

This narrative describes the planned revision to Water Quality Pond A-2, located on the south side of the
bridge over Northeast Creek. This pond, originally permitted by SW8 090630 on February 8, 2010, is not
holding water as designed. To correct this, a clay liner is proposed to be added to the bottom and sides
of the pond. The spillway, dimensions, and elevations of the pond will remain the same. No changes
are proposed to the built upon area (BUA) or drainage area to this pond.
Pond A-2 is located in Onslow County, North Carolina and is in the White Oak River Basin. The bridge
and base entry road in the vicinity of this pond drains to Northeast Creek.
Pond A-2 was designed in accordance with the 2007 NCDENR Stormwater Best Management Practices
Manual and in compliance with requirements set forth in the Session Law 2008-211 Section 2.(b)3b,
