NCDENR North Carolina Department of Environment and Natural Resources Division of Water Quality Beverly Eaves Perdue Charles Wakiid, P. E. Governor Director September 19, 2012 Commanding Officer USMCB Camp Lejeune c/o Carl H. Baker, Deputy Public Works Officer Building 1005 Michael Road Camp Lejeune, NC 28547 Dee Freeman Secretary Subject: State Stormwater Management Permit No. SW8 090630 Mod. Base Entry Road P-1382, P-1383 and P-1384 High Density Permit - Overall Low Density Linear Road Project with BMP's for the Collected Areas and Areas of Higher Density Onslow County Dear Mr. Baker: The Wilmington Regional Office of the Division of Water Quality received a complete modification to the previously issued Stormwater Management Permit for the Base Entry Road P-1382, P-1383 and P-1384, on September 13, 2012. Staff review of the plans and specifications has determined that the modified project, as proposed, will comply with the Stormwater Regulations set forth in Session Law 2008-211 and Title 15A NCAC 21-1.1000. We are forwarding modified Permit No. SW8 090630, dated September 19, 2012, for the construction, operation and maintenance of the built -upon areas and BMP's associated with the subject project. The modifications covered by this permit include the following: 1. The addition of 180,224 square feet of 80-foot right-of-way for Car Wash Road to the overall low density project area. 2. The addition of 78,769 square feet of impervious area for the 24-foot-wide street paving for Car Wash Road. 3. ' Designation of the leftover BUA as "future" development for driveway crossings or other BUA. There are no changes to the seven (7) previously permitted BMP's, All of the 78,769 sf of BUA associated with this modification was added within the low density area and did not impact the drainage area of any of the permitted BMP's. On August 5, 2009, the Governor signed Session Law 2009-406. This law impacts any development approval issued by the Division of Water Quality under Article 21 of Chapter 143 of the General Statutes, which is current and valid at any point between January 1, 2008, and December 31, 2010. The law extends the effective period of any stormwater permit that was set to expire during this time frame up to three (3) years from its current expiration date. On August 2, 2010, the Governor signed Session Law 2010-177, which granted an extra year for an extension of up to four (4), years. The expiration date of this permit has been adjusted to reflect this extension. This permit shall be effective from the date of issuance until December 31, 2021, and shall be subject to the following specified conditions and limitations: I. DESIGN STANDARDS 1. This permit is effective only with respect to the nature and volume of stormwater described in the application and other supporting data. 2. The overall tract built -upon area percentage for the project must be maintained at 24%. This project is allowed a maximum of 4,730,506 square feet of BUA, based on 24% of the project area of 19,718,657 sf. A total of 4,624,851 square feet is currently proposed and covered by this permit. A plan revision or modification to this permit is required for any additional BUA beyond 4,624,851 square feet. There is 105,655 square feet of BUA available for future development within the permitted project area. 3. The stormwater systems proposed to treat the runoff generated by the designated collection systems have been approved for the management of stormwater runoff as described in Section 1.10 of this permit. 4. The low density portion of this project utilizes a linear road project with roadside swales to treat runoff. Swales must be designed to pass the peals flow from the 10 year storm at a non erosive velocity and be maintained with a dense vegetated cover. 5. Stormwater runoff that is directed to flow through wetlands shall flow into and through these wetlands at a non -erosive velocity of 2 fps or less. Page 3 of 9 State Stormwater Management Systems Permit No. SW8 090630 Mod. 6. The road construction is broken up into three Contracts, A, B and C. The maximum BUA of 4,730,506 square feet covers all three contracts. This permit also covers the seven (7) wet detention ponds, A-1, A-2, A-3, B-1, B-2, C-1 and C-2 that will serve the collected portions of the project. 7. A 50-foot-wide vegetated buffer shall be provided adjacent surface waters, measured horizontally from and perpendicular to the normal pool of impounded structures, the top of bank of both sides of rivers and streams and the mean high waterline of tidal waters. Except for water dependent uses such as bridges, no built -upon area shall be located within the buffer. 8. Within the low density portions of the permitted project, the only runoff conveyance systems allowed will be vegetated conveyances. The minimum side slope for non -curb outlet swales is 3:1 (H:V) as defined in the stormwater rules and as shown on the approved plan. - 9. No piping shall be allowed except those amounts shown on the approved plan. 10, The runoff from the collected portions within this overall low density project is being treated in seven (7) wet detention ponds. If so, have you accounted for that BUA on the application? If there will be no future driveway access, please note this on the plans. The road (referred to as Car Wash Road) drains toward Beaverdam Creek. The DWQ Classification for this creek is SB, NSW (19-20-2). This narrative describes the upgrades for Car Wash Road at Marine Corps Base (MCB) Camp Lejeune. This request is to modify the existing stormwater permit for the Base Entry Road due to the connectivity of this road. Car Wash Road is currently a dirt/gravel road located in the industrial area between Ash Street and Sneads Ferry Road (see attached figure). The road will cross existing railroad tracks before tying in to a spur off Sneads Ferry Road adjacent to a warehouse. The road will remain in the same location and no major changes are anticipated to the drainage of the roadway. There are no existing cross pipes. One or two may be added to eliminate standing water in roadway ditches. Drainage tends toward Holcomb Blvd. The project permit boundary is established to achieve the Low Density stormwater permitting option. Consistent with Low Density stormwater strategy described in requirements set forth in the Session Law 2008-211 Section 2.(b)3b, sheet flow and flow through vegetated conveyances (grassed swales) will be maximized along the project corridor. Generally, the roadway will remain two lanes with narrow shoulder sections. No curb and gutter will be used in this design. The total proposed impervious area and placement of stormwater BMPs will be determined as the project progresses. To comply with the low density option, built upon area (BUA) will be 24% or less. No streams or wetlands abut or intersect this road. There are no known active permits along the Car Wash Road corridor. F" CEIVED AUG 0.8 2012 Stormwater Narrative Page 1 Andrea S.
