Effective August 1, 2013 the State Stormwater program has been transferred from the Division
of Water Quality (DWO) to the Division of Energy, Mineral and Land Resources (DEMLR). All
previous references to DWO will remain In older etormwater permits Issued prior to August 1,
2013 until they are modified. Please note that this modified permit now references DEMLR as
the Division responsible for Issuance of the permit
The Wilmington Regional Office received a complete, modified Stormwater Management Permit
Application for P-1184 Dining Facility 1 P-1286 Rile Range BEQ / P-1349 Special Ops
Training Complex on February 21, 2014. Staff review of the plans and speelfleatlons has
determined that the project, as proposed, will comply with the Stormwater Regulations set forth
In Session Law 2008-2 1 and Title 15A NCAC 2H.1000. We are forwarding modified Permit
No. SW8 080313 dated February 26, 2014, for the construction, operation and maintenance of
the built -upon areas and BMP'a associated with the subject project.
This permit shall be effective from the data of issuance until December 30 2021. The permittee
and the project shall be subject to the conditions and limitations as specified therein. Please
Nay special attention to the conditions listed in this permit regarding the Operation and
aintenance of the BMP(s), certification of the.BMP's, procedures for changing ownership,
transferring the permit, and renewing the permit Failure to establish an adequate system for
operation and maintenance of the etormwater management system, to certify the BMP's, to
transfer the permit, or to renew the permit, will result in future compliance problems.
The following modifications are covered by and added to this permit:
1. Adds the P-1349 Special Ops T►alning Complex
2. Reduces the drainage area and BUA for Basin #6 slightly. The eliminated portion of DA
8 has been Incorporated Into the now DA-9.
3, Eliminates the previously permitted small infiltration basin for DA-9 and adds a new
Sand Filter 43 in a new location to serve DA-9.
4. Adds DA-10 served by a new Sand Filter#4.
5. The previously permitted infiltration basins In DA's 1, 2, 3, 5, and 7 are unchanged.
6. Permit SW8 040912 will be rescinded upon thv installation and certification of Basins 6
and 7.
7. The plans prevlously approved on April 29, 2008 for P-1184 Stone Bay Dining Hall, and
on July 13, 2012 and November 2, 2013 for the P-1280 BEQ Rifle Range, are
considered part of the approved plans for this modlflcation only in regard to the grading,
layout and details of those projects, grading, layout and details for Basins 1, 2, 3, 5, 8
and 7 and their associated vegetated filters.

Cape Fear Engineering, Inc. has been contracted by Balfour Beatty to certify the installed
stormwater BMPs as part of the P1286 Bachelor Enlisted Quarters (BEQ's) project on Rifle
Range Road. Cape Fear Engineering was not the original designer of record and was not
contracted to complete as-builts/certifications until after construction was complete; however,
CFE did perform construction staking for the project and performed GIS Data Deliverables for
the project.
This engineer's certification has been prepared based on a combination of as -built survey by Cape
Fear Engineering; redline markups provided by the contractor, GIS Date Deliverables, limited
post construction inspections of completed stormwater BMPs, and verification that CFE
identified punch list items have been completed.

CAPE FEAR
ENGINEERING
Cape Fear Engineering, Inc. has been contracted by Balfour Beatty to certify the installed
stormwater BMPs as part of the P1286 Bachelor Enlisted Quarters (BEQ's) project on Rifle
Range Road. Cape Fear Engineering was not the original designer of record and was not
contracted to complete as-builts/certifications until after construction was complete; however,
CFE did perform construction staking for the project and performed G1S Data Deliverables for
the project.
This engineer's certification has been prepared based on a combination of as -built survey by Cape
Fear Engineering; redline markups provided by the contractor, GIS Date Deliverables, limited
post construction inspections of completed stormwater BMPs, and verification that CFE
identified punch list items have been completed_
