Guidelines for Access: The staff of the Regional Office is dedicated to making public records in our
custody readily available to the public for review and copying. We also have the responsibility to the public
to safeguard these records and to carry out our day-to-day program obligations. Please read carefully the
following before signing the form.
1. Due to the large public demand for file access, we request that you call at least a day in
advance to schedule an appointment for file review so you can be accommodated.
Appointments are scheduled between 9:00 a.m. and 3:00 p.m. Viewing time ends at 4:45
p.m. Anyone arriving without an appointment may view the files to the extent that time and
staff supervision are available.
2. You must specify files you want to review by facility name or incident number, as
appropriate. The number of files that you may review at one appointment will be limited to
five.
3. You may make'copies of a file when the copier is not in use by the staff and if time permits.
There is no charge for 25 or less copies.: cost per copy after the initial 25 is 2.5 per copy.
Payment is to be made by check, money order, or cash in the administrative offices.
4. Files must be kept in the order you received them. Files may not be taken from the office:
No briefcases, large -totes, etc. are permitted in the file review area. To remove, alter,
deface, mutilate, or destroy material in public files is a misdemeanor for which you can be
fined up to $500.00.
5. In accordance with GS 25-3-512, a $25.00 processing fee will be charged and collected for
checks on which payment has been refused.
6. The customer must present a photo ID, sign -in, and receive a visitor sticker prior to
reviewing files.

No problem Jo, I agree that reviewing the files is probably the best approach. I will let you know when I will be headed to
Wilmington again - probably sometime next week. I don't know why, but I recall that the map might not have been a full
size sheet. But I've been in the office talking to folks about multiple projects recently, so I may be getting them all mixed
up.

Sorry no. Our files (and any part of) must stay in our possession at all times. The only options are: come in for a file
review and piece the site plan together on our copy machine, or, as my time allows, I will take the site plan offsite and
have the copy made. I will then call you when it is ready and you can come pick it up and reimburse us for whatever our
cost was.
I would recommend you come for a file review. I have looked at the site plans and nothing indicates it is the drainage
area map so it would be better for you to indicate exactly what you want copied if that's the route you decide to take.

Linda — I hope you are doing well. David Conner and I met with you on September 23 regarding a possible expansion of
the Morehead Crossing Shopping Center in Morehead City. During the meeting, you had the original stormwater permit,
and with it there was a drainage area map that corresponded to the pond design and approved permit. Can you send me
a scan or hard copy of that map? We are continuing to evaluate options for the pond, but having the map would be
helpful so I can accurately account for new vs. existing impervious area.
The permit number is SW8 010535. 1 have the permit and the supplement forms, but not the map.

Morehead Crossing Shopping Center Expansion

Express Review Scoping Meeting — Narrative
The owner of the Morehead Crossing Shopping Center is proposing to add parking on the north side of
the shopping center, necessitating removal of one access driveway and relocation of the stormwater
management BMP currently on site. The previous site was designed permitted in approximately May
2001. The existing stormwater permit number was not found during a preliminary records search.
The existing shopping center is located north of Highway 24, west of the intersection of Highway 70 and
Highway 24. The site drains to the north into a wetland conservation area which then flows into a
tributary to the Newport River. Newport River is classified as SA; HQW. There was one stormwater wet
pond designed and constructed for compliance with applicable stormwater regulations in effect in 2001.
The Newport River is located approximately 1.25 miles from the site.
The proposed modifications will add parking capacity to the site. Due to the proximity of the.existing
parking lot to the existing BMP, the BMP will be moved to the north onto property currently occupied by
an access drive. The entire project will remain within the existing site boundary. The revised plan will
increase impervious area on site by approximately 0.5 acres.
The revised BMP will be sized for 90% TSS removal per the current NC BMP manual. The outlet of the
wet pond will be in the same location as the exiting pond outfall.
As part of the scoping meeting, we request that DWQ research the existing stormwater permit as well as
the status of the existing wetland conservation area to the north of the site.

The Division of Water Quality issued a Coastal Stormwater Management Permit, Number SW8 010535 to Highway
24 Commercial Development Lot 3 (Lowe's Project) for a High Density project on August 16, 2001. This permit
expires on August 16, 2011. Per 15A NCAC 2H.1003(h) (the stormwater rules), applications for permit renewals
shall be submitted 180 days prior to the expiration of a permit and must be accompanied by a processing fee, which
is currently set at $505.00. If this is still an active project please complete and submit the enclosed renewal
application prior to February 16, 2011. If this project has not been constructed and a permit is no longer needed,
please submit a request to have the permit rescinded. If you have sold the project, or are no longer the permittee,
please provide the name, mailing address and phone number of the person or entity that is now responsible for this
permit. Enclosed is a form for change of ownership, which should be completed and submitted if the property has
changed hands.
Your permit requires that upon completion of construction and prior to operation of the permitted stormwater
treatment system, a certification of completion be submitted to the Division from an appropriate designer for the type
of system installed. This is to certify that the permitted facility has been installed in accordance with the permit, the
approved plans, specifications and supporting documentation. Please include a copy of the certification with your
permit renewal request and processing fee. Enclosed is a copy of a sample certification. Also enclosed is a new
Operation and Maintenance agreement that should be completed and submitted along with your renewal application.
You should be aware that failure to provide the Designer's Certification and the operation of a stormwater treatment
facility without a valid permit, are, violations of NC General Statute 143-215.1 and may result in appropriate
enforcement action including the assessment of civil penalties of up to $10,000 per day.

the provisions of 15A NCAC 2H A 000 (hereafter referred to as the "stormwater rules'
and the approved stormwater management plans and specifications and other
supporting data as attached and on file with and approved by the Division of Water
Quality and considered a part of this permit.
This permit shall be effective from the date of issuance until August 16, 2011 and shall
be subject to the following specified conditions and limitations:
I. DESIGN STANDARDS
1. This permit is effective only with respect to the nature and volume of stormwater
described in the application and other supporting data.
2. This stormwater system has been approved for the management of stormwater
runoff as described on page 3 of this permit, the Project Data Sheet. The
stormwater control has been designed to handle the runoff from 91,407 square feet
of impervious area.
3. Approved plans and specifications for this project are incorporated by reference and
are enforceable parts of the permit.
4. The tract will be limited to the amount of built -upon area indicated on page 3 of this
permit, and per approved plans.
5. The runoff from all built -upon area within the permitted drainage area of this project
must be directed into the permitted stormwater control system.

II. SCHEDULE OF COMPLIANCE
1. The stormwater management system shall be constructed in its entirety, vegetated
and operational for its intended use prior to the construction of any built -upon
surface.
2. During construction, erosion shall be kept to a minimum and any eroded areas of
the system will be repaired immediately.
3. The permittee shall at all times provide the operation and maintenance necessary to
assure the permitted stormwater system functions at optimum efficiency. The
approved Operation and Maintenance Plan must be followed in its entirety and
maintenance must occur at the scheduled intervals including, but not limited to:
a. Semiannual scheduled inspections (every 6 months).
b. Sediment removal.
c. Mowing and revegetation of side slopes.
d. Immediate repair of eroded areas.
e. Maintenance of side slopes in accordance with approved plans and
specifications.
f. Debris removal and unclogging of outlet structure, orifice device and catch
basins and piping.
g. Access to the outlet structure must be available at all times.
4. Records of maintenance activities must be kept and made available upon request to
authorized personnel of DWQ. The records will indicate the date, activity, name of
person performing the work and what actions were taken.
5. Decorative spray fountains will not be allowed in the stormwater treatment system.
6. The facilities shall be constructed as shown on the approved plans. This permit shall
become voidable unless the facilities are constructed in accordance with the
conditions of this permit, the approved plans and specifications, and other
supporting data.
7. Upon completion of construction, prior to issuance of a Certificate of Occupancy,
and prior to operation of this permitted facility, a certification must be received from
an appropriate designer for the system installed certifying that the permitted facility
has been installed in accordance with this permit, the approved plans and
specifications, and other supporting documentation. Any deviations from the
approved plans and specifications must be noted on the Certification.
8. If the stormwater system was used as an Erosion Control device, it must be restored
to design condition prior to operation as a stormwater treatment device, and prior to
occupancy of the facility.
9. A copy of the approved plans and specifications shall be maintained on file by the
Permittee for a minimum of ten years from the date of the completion of
construction.
10. Prior to the sale of any portion of the property, an access/maintenance easement to
the stormwater facilities shall be granted in favor of the permittee if access to the
stormwater facilities will be restricted by the sale of any portion of the property.

11. A modification must be permitted prior to any construction. The following items will
require a modification to the permit. The Director may determine that other revisions
to the project should require a modification to the permit:
a. Any revision to the approved plans, regardless of size.
b. Project name change.
c. Transfer of ownership.
d. Redesign or addition to the approved amount of built -upon area or drainage
area.
e. Further subdivision, acquisition, or sale of the project area. The project area is
defined as all property owned by the permittee, for which Sedimentation and
Erosion Control Plan approval was sought.
f. Filling in, altering, or piping of any vegetative conveyance shown on the
approved plan.
12. The permittee is responsible for verifying that the proposed built -upon area does not
exceed the allowable built -upon area.
13. The Director may notify the permittee when the permitted site does not meet one or
more of the minimum requirements of the permit. Within the time frame specified in
the notice, the permittee shall submit a written time schedule to the Director for
modifying the site to meet minimum requirements. The permittee shall provide
copies of revised plans and certification in writing to the Director that the changes
have been made.
14.The permittee shall notify the Division of any name, ownership or mailing address
changes within 30 days.
111. GENERAL CONDITIONS
This permit is not transferable except after notice to and approval by the Director. In
the event there is a desire for the facilities to change ownership, or there is a name
change of the Permittee, a formal permit request must be submitted to the Division
of Water Quality accompanied by an application fee, documentation from the parties
involved, and other supporting materials as may be appropriate. The approval of
this request will be considered on its merits and may or may not be approved. The
permittee is responsible for maintaining compliance with the terms and conditions of
this permit until such time as the Director approves the transfer.
2. Failure to abide by the conditions and limitations contained in this permit may
subject the Permittee to enforcement action by the Division of Water Quality, in
accordance with North Carolina General Statute 143-215.6A to 143-215.6C.
3. The issuance of this permit does not preclude the Permittee from complying with
any and all statutes, rules, regulations, or ordinances, which may be imposed by
other government agencies (local, state, and federal), that have jurisdiction.
4. In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall take immediate corrective action, including
those as may be required by this Division, such as the construction of additional or
replacement stormwater management systems.
5. The permittee grants DENR Staff permission to enter the property for the purpose of
inspecting all components of the permitted stormwater management facility.

6. The permit may be modified, revoked and reissued or terminated for cause. The
filing of a request for a permit modification, revocation and reissuance or termination
does not stay any permit condition.
7. Unless specified elsewhere, permanent seeding requirements for the stormwater
control must follow the guidelines established in the North Carolina Erosion and
Sediment Control Planning and Design Manual.

(Lowe's Project) on July 27, 2001. Staff review of the plans and specifications has determined that the project, as
proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding
Permit No. SWS 010535 dated August 16, 2001, for the construction of Lot 3 (Lowe's Project).
This permit shall be effective from the date of issuance until August 16, 2011, and shall be subject to the conditions
and limitations as specified therein. Please pay special attention to the Operation and Maintenance requirements
in this permit. Faiiure to establish an adequate system for operation and maintenance of the stormwater management

IV. DEED RESTRICTIONS AND PROTECTIVE COVENANTS
The following italicized deed restrictions and pro tective'covenants are,required to be recorded
subdivisions, outparcels and future development prior to the sale of any lot. If lot sizes vary significantly, a
table listing each lot number, size and the allowable built -upon area for each lot must be provided as an
attachment.
1. The following covenants are intended to ensure ongoing compliance with state stormwater management permit
number as issued by the Division of Water Quality. These covenants may
not be changed or deleted without the consent of the State.
2. No more than square feet of any lot shall be covered by structures or impervious materials.
Impervious materials include asphalt, gravel, concrete, brick, stone, slate or similar material but do not include wood
decking or the water surface of swimming pools.
3. Swales shall not be filled in, piped, or altered except as necessary to provide driveway crossings.
4. 'Built -upon area in excess of the permitted amount requires'a state stormwater management permit modification prior to
construction.
5. All permitted runoff from outparcels or future development shall be directed into the permitted stormwater control
system. These connections to the stormwater control system shall be performed in a manner that maintains the
integrity and performance of the system as permitted.

shall include all the applicable items required above, that the covenants will be binding on all parties and

Maintenance activities shall be performed as follows:
1. After every significant runoff producing rainfall event and at.least monthly:
a Inspect the wet'detention basin system for sediment accd'ation 'erosion;'trash accumulation,
vegetated cover, and general condition.
b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs
within 2 to.5 days as designed. I . . . .
2. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow vegetative
cover to maintain a maximum height of six inches, and remove trash as needed. J
3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to
maintain proper functioning.

4. Remove accumulated sediment from the wet detention basin system semi-annually or when depth is
reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed
of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality
(i.e. stockpiling near a wet detention basin.or stream, etc.).
The measuring device used to determine'the sediment elevation -shall be such that it will give an accurate
depth reading and not readily penetrate•inio accumulated sedimerits. '

11. SCHEDULE OF COMPLIANCE
The stormwater management system shall be constructed in it's entirety, vegetated and operational for its
intended use prior to the construction of any built -upon surface.
2. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired
immediately.
The permittee shall at all times provide the operation and maintenance necessary to assure the permitted
stortwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must
be followed in its entirety and maintenance rust occur at the scheduled intervals including, but not limited
to:
a. Semiannual scheduled inspections (every 6 months).
b. Sediment removal.
c. Mowing and revegetation of side slopes.
d. Immediate repair of eroded areas.
e. Maintenance of side slopes in accordance with approved plans and specifications.
f. Debris removal and unclogging of outlet structure, orifice device and catch basins and piping_
g. Access to the outlet structure must be available at all times.
4. Records of maintenance activities must be kept and made available upon request to authorized personnel
of DWQ. The records will indicate the date, activity, name of person performing the work and what actions
were taken.
Decorative spray fountains will not be allowed in the stormwater treatment system.
6. The facilities shall be constructed as shown on the approved plans. This permit shall become voidable unless
the facilities are constructed in accordance with the conditions of this permit, the approved plans and
specifications, and other supporting data.
7. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of
this permitted facility, a certification must be received from an appropriate designer for the system installed
certifying that the permitted facility has been installed in accordance with this permit, the approved plans
and specifications, and other supporting documentation. Any deviations from the approved plans and
specifications must be noted on the Certification.
&. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior
to operation as a stormwater treatment device, and prior to occupancy of the facility.
4. A modification must be permitted prior to any construction. The following items will require a modification
to the permit. The Director may determine that other revisions to the project should require a modification
to the permit:
a. Any revision to the approved plans, regardless of size.
b. Project name change.
C. Transfer of ownership.
d. Redesign or addition to the approved amount of built -upon area or drainage area.
e. Further subdivision, acquisition, or sale of the project area. The project area is defined as all property
owned by the permitter, for which Sedimentation and Erosion Control Plan approval was sought.
f. FiBing in, altering, or piping of any vegetative conveyance shown on the approved plan.
10. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum
of ten years from the date of the completion of construction.

11. The permittee shall submit final site layout and grading plans for any permitted future areas shown on the
approved plans, prior to construction. If the proposed BUA exceeds the pemitted amount, a modification
to the permit must be submitted and approved prior to construction.
12. Prior to the sale of any portion of the property, an accesshnaintenance casement to the stormwater facilities
shall be granted in favor of the permittee if access to the stormwater facilities will be restricted by the sale
of any portion of the property.
13. The permittee is responsible for verifying that the proposed built -upon area does not exceed the allowable
built -upon area.
14. The Director may notify the permittee when the permitted site does not meet one or more of the minimum
requirements of the permit. Within the time frame speci fled in the notice, the permittee shall submit a written
time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall
provide copies of revised plans and certification in writing to the Director that the changes have been made.
15. The permittee shall notify the Division of any name, ownership or mailing address changes within 30 days.
I11. GENERAL CONDITIONS
This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there
is a name change of the Permittee, a formal permit request must be submitted to the Division of Water
Quality accompanied by an application fee, documentation from the parties involved, and other supporting
materials as may be appropriate. The approval of this request will be considered on its merits and may or
may not be approved.
2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to
enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute
143-215.6A to 143-215.6C.
3. The issuance of this permit does not preclude the Permittee from complying with any and a]I statutes, rules,
regulations, or ordinances which may be imposed by other government agencies (local, state, and federal)
which have jurisdiction.
4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions,
the Permittee shall take immediate corrective action, including those as may be required by this Division,
such as the construction of additional or replacement stormwater management systems.
The permittee grants DENR Staff permission to enter the property for the purpose of inspecting all
components of the permitted stormwater management facility.
6. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a
permit modification, revocation and reissuance or termination does not stay any permit condition.
7. Unless specified elsewhere, permanent seeding requirements for the stormwater control must follow the
guidelines established in the North Carolina Erosion and Sediment Control Planning and Design Manual.

Please reference your August 27, 2002 telephone conversation with Mr. Mickey Sugg of
my staff, regarding Tribek's non-compliance of our January 29, 1998 issued permit for the
expansion of Cypress Bay Shopping Center, near Morehead City, Carteret County, North
Carolina. The purpose of this letter is to request additional information in order for our office to
determine your eligibility for a permit modification.
As discussed with Mr. Sugg, prior to authorizing activities pursuant to Section 404 of the
Clean Water Act, the activity must comply with the Section 404(b)(1) Guidelines. These
guidelines provide for first, avoiding impacts to waters and wetlands through the selection of the
ID
least damaging, practicable alternative; second, taking appropriate and practicable steps to reduce
impacts on waters and wetlands; and finally, compensation for remaining unavoidable impacts to
the extent appropriate and practicable. During the review of the initial project design, it was
demonstrated that the project avoided and minimized wetland impacts as much as practicable;
and was in compliance with the 404(b)(1) guidelines. To enable us to determine if your current
construction design complies with the guidelines, we request that you provide the following
additional information:
a. Permits for work within wetlands or other special aquatic sites are available only if the
proposed work is the least environmentally damaging, practicable alternative. Please furnish
information regarding any other alternatives, including onsite upland alternatives, to the work for
which you have constructed, and provide justification that your construction layout is the least
damaging to water or wetland areas on the property.
b. It was necessary for you to have taken all appropriate and practicable steps to minimize wetland
losses. Please indicate all that your current construction has done, especially regarding development and
modification of plans and proposed construction techniques, to minimize adverse impacts to wetlands.
c. The Guidelines require that appropriate and practicable mitigation will be required for
all unavoidable adverse impacts remaining after all appropriate and practicable minimization has
been employed. With our January 29, 1998 issued permit, a mitigation plan was agreed upon and
implemented to compensate for the unavoidable loss of waters or wetlands in the initial permit
design. As you have discussed with Mr. Sugg on several occasions, specifically in a March 4,
2002 telephone conversation, the mitigation monitoring reports are demonstrating that the Laurel
Road mitigation site is failing to meet the hydrological and vegetative parameter. Without any
guarantees that the site will succeed, it is our position that you should seek other mitigation
options to fulfill this requirement.
The aforementioned, requested information is essential in bringing your permit into
compliance, and to determine if your current construction design is eligible for permit
modifications. You should forward this information to us within two (2) weeks of your receipt
of this letter. Upon receipt of your response, we will then determine further appropriate
administrative or legal action.
Additionally, our January 8, 2002 letter referenced General Condition (4); and requested
you to obtain the signature of the new owners of the parcel where Wal-Mart is located, and
forward a copy to our office to validate the transfer- of the authorization. In your January 23,
2002 response, you enclosed a copy of the permit with your signature, but no signature was
completed by Wal-Mart. Please be reminded it is in your best interest that Wal-Mart sign the
permit and submit a copy to our office.

Morehead City, Carteret County, N.C. on a tract of land off U.S. Hwy. 24. The
proposed project consists of commercial space for fourteen (14) retail spaces.
The project is proposed as high density utilizing a wet detention basin as means of
controlling and treating stormwater runoff.
2. Earth Disturbing Activities
a. Excavation and grading for the installation of the drive, parking, drainage,
and utility improvements.

b. Grading for the construction of buildings.
3. Drainage
The site presently drains north to the Newport River by way of an un-
named stream.
B. Erosion and Sedimentation Control Measures
The following measures are proposed for the site. If it becomes evident that
additional erosion and sedimentation control measures are needed, they shall be installed
immediately. It is intended that all grading and excavation activities within a certain area
will be protected as soon as that activity is complete.
l . Sediment Fence - Sediment fence will be utilized as necessary in locations as
shown on plans or as deemed necessary by the engineer to insure that off -site
sedimentation in controlled.
2. Sediment Basins- Stormwater detention pond proposed for the site will serve as a
sediment basin during the construction phase of development.
3. Riprap outlet protection- Riprap to be installed at locations shown on plans to
reduce energy at high velocity areas.
4. Seeding - All disturbed areas will be seeded within 14 days following
construction in accordance with the seeding schedule shown on plans.
5. Stone Construction Entrance - Stone construction entrance(s) will be used to
reduce transport of sediment off site.
6. Drop Inlet Protection - Inlet protection will be used to reduce the amount of
sediment entering the storm drainage piping system during construction.
C. Time Sequence of Operations
1. Remove and/or relocate existing obstructions.
2. Install stone construction entrance(s).
3. Install silt fencing at specified locations.
4. Clear and grub tract area for construction.
5. Excavate, rough grade, and seed stormwater detention basin.
6. Rough grade drive and parking area and begin preparation of building site.
7. Seed and mulch all areas of disturbance not to be paved within 14 days of land
disturbance.
S. Install drop inlets and drainage piping within parking and drive area with
sedimentation control measures as shown on detail.
9. Install utility services.
10. Fine grade drive and parking area and place stone base course.

13. Perform final grading, seed and mulch all remaining disturbed areas.
14. Remove accumulated sediment from stormwater detention basin and perform final

Wet Detention Basin Operation and Maintenance
After every significant runoff producing rainfall event and at least monthly:
a. Inspect the wet detention basin system for sediment accumulation, erosion,
trash accumulation, grass cover, and general condition.
b. Check and clear the orifice and overflow device of any obstructions.
2. Repair eroded areas immediately, re -seed as necessary to maintain good
vegetative cover, mow vegetative cover to maintain a maximum height of six
inches, and remove trash as needed.

Inspect and repair the collection system (piping, flumes, swales, rip rap) quarterly
to maintain proper functioning.
Remove accumulated sediment from the wet detention basin systems semi-
annually or when depth is reduced to 75% of the original design depth.

stormwater regulations in coastal counties on January 1, 1988. these regulations are detailed in
15 NCAC 2H.1000 Stormwater Runoff Disposal. These rules allow for a development to be
considered under various options. This project is submitted for approval consideration under
Section .1003(d)(2).

Highway 24 Property (Lot 3 Lowe's Tract) on May 24, 2001. A preliminary review of that information has
determined that the application is not complete. The following information is needed to continue the
Stormwater review:
There is some conflicting'information regarding which company is the manager for
Southstar Holdings. The application lists Tribek Management, Inc., but the narrative and
plans show Tribek Properties, Inc. Please correct and revise the application. narrative, or
plans.
2. If you want the permit to cover the additional 772 square feet of impervious area used in the
calculations, please report this in the application.
The volume provided, based on use of the Rational Method, is deficient. Please provide a
justification for use of a 0.1 runoff coefficient for the grassed areas. A more conservative
coefficient would be 0.2, which is the reason for the deficient volume I am getting. Use of
the Rv method (which is what the State uses) yields a volume of 7,325 cubic feet (including
the excess 772 ft2) which is less -than the Rational Method. Please either provide a
justification, or use the Rv method.
4. Please note on the plans that all roof drains must be directed such that -they drain into the
. permitted collection system.
For future projects, please report all built -upon areas in square feet on the application.) have
taken the liberty in this case; of adding the square footage used in the calculations to the
application.

Please note that this request for additional information is in response to a preliminary review. The
requested information should be received by this Office prior to August 24, 2001, or the application will be
returned as incomplete. The return of a project will necessitate resubmittal of all required items, including
the application fee.
If you need additional time to submit the information, please mail or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. The request must
indicate.the date by which you expect to submit the required information. The Division is allowed 90 days
from the.receipt ofa completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an approved
Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action
pursuant to NCGS 143-215.6A.
Please reference the State assigned project number on all correspondence. Any original documents
that need to be revised have been sent to the engineer or agent. All original documents must be returned or
