Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a reconnaissance site visit of the fields listed in the permit
renewal. This site visit was conducted to determine whether any major changes have occurred surrounding the permitted
fields that may impact setbacks. The WWTP was visited previously during an NPDES inspection on February 5, 2021.
No major changes were noted in the immediate vicinity of the fields. The City has increased their application as needed to
accommodate modified solids handling within the facility. During the last site visit, the Town had been unable to waste
directly from the primary clarifiers for approximately 10 years.
All fields are listed as pasture and require the RYE rates be reduced by 25%. As a reminder, please ensure all livestock are
kept off the fields for at least 30 days following land application. Additionally, please ensure any additional fertilizers applied
by the property owner are accounted for when determining application rates and calculating cumulative pollutant loadings.
Continue to monitor phosphorus levels of fields F3 & F1 as they were nearing a P-I of 200 during the last soil fertility
analysis.
