Good Morning, Forwarding the minutes that RES provided from the March 5, 2021 site visit, please reply this week with any revisions you wish to make. I have also copied the comments provided by the DWR and the EPA after their review of the MY1 report. I am moving forward with issuing the MY1 credit release this week. Overall the site looks good, but I have concerns over the amount of sediment that is reaching the channel from the adjacent land use via the rock swales in a couple of locations. The modifications RES made to add hay bale check dams to the rock swales were capturing sediment, but had already been overwhelmed in the 3 weeks they were installed. Not all rock swales were a concern, issues focused mainly on the rock swales on PB1-A and have attached two pictures from our visit. There was also a small encroachment on UT1 that was being addressed. Andrea and I intend to visit the site in the near future, but it is doubtful if the remainder of the IRT will be able to join. You mentioned planning to visit and oversee work in the coming weeks out there, I have several open dates in February, so let me know your thoughts on scheduling. In general, Mondays, Thursdays and Fridays are better field days for me at this time. MEMOR ANDUM res 3600 Glenwood Ave., Suite 100 Raleigh, North Carolina 27612 1 919.209.1055 tel. 919.212.6990 fax TO: NCIRT FROM: Brad Breslow — RES DATE: March 12, 2021 RE: French Broad Umbrella Bank, Carolina Bison Mitigation Bank Site, Monitoring Year 1 Credit Release Site Visit Attendees: Steve Kichefski, USACE Byron Hamstead, USFWS Holland Youngman, USFWS Date & Time 9:00 am, March 5th, 2021 Andrea Leslie, NCWRC Brad Breslow, RES Ryan Medric, RES Attendees met on -site to discuss the Year 1 monitoring report of the Carolina Bison Mitigation Site (the "Site"). Construction and planting of the Site was completed in March of 2020, and a virtual Site visit was held on August 6th, 2020 with the IRT. As constructed, the Carolina Bison Mitigation Project is proposed to provide 4,675 stream mitigation units (SMUs). - Crossing near the corral on PB 1 showed erosion. A general note that double culverts are not preferred. - Both rock swales on PB1-A had haybale check dams added on February 15, 2021. However, it was determined that the haybale check dams were not functioning properly. Increasing the size of the check dams was discussed to ensure the runoff from the pasture is slowed down and sediment is trapped with minimal maintenance. RES leaning towards replacing haybale check dams with engineered sediment packs (RES can provid typical detail and examples of implementation at other sites). - IRT emphasized that they preferred any "BMPs" to be installed outside of the easement. - Sedimentation was observed in PB1-A but was less noticeable moving downstream. RES shared that any excessive sedimentation would be shown in cross section monitoring. - IRT requested photo stations at all rock swales and crossings. - A few small bare -herbaceous areas were observed mainly along the Priority II areas of UT1. RES agreed to re-seed/straw these areas. - Some minor encroachment was observed along the "junk yard" on UT1. RES will install additional t-posts with signage and horse tape. - Fencing is still not complete. RES has additional site work to perform outside of the easement and the landowner agreed to finish the fence once that work is complete. RES will complete the additional work once the site is dry enough — preferably this summer. - At this time, RES is requesting the MY! credit release of 495.70 SMUs 4_ ctu adt, r 9.J • - jj. / 7 w" a : 4 - +t wr 1-At y r1 r
