Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Efforts to minimize impacts to aquatic resources were implemented during project design revisions. The current site design is a result of prior coordination with USACE (Bryan Roden -Reynolds) and NC DWR (Alan Johnson) to assess the lateral limits of Federal and State jurisdiction, and minimizes impacts to the minimum necessary to achieve the proposed project purpose. The previous site design would have resulted in approximately 75% more impacts to jurisdictional features than what is currently proposed. Of the approximately 0.878 acre of wetlands and 1,614 linear feet of stream on the site, 0.768 acre of wetlands and 1,429 linear feet of stream are avoided. Additionally, avoidance and minimization efforts have resulted in a site plan that proposes impacts below compensatory mitigation thresholds. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Construction techniques will implement approved sediment and erosion control methods to avoid and minimize impacts to downstream receiving waters and onsite resources, per state, local, and Federal ordinances and regulations. Construction of the project will comply with all BMPs required by Nationwide Permit General and Regional Conditions. 2.
