Other: N/A PART IV - EVALUATION AND RECOMMENDATIONS The Rowe's residence, which is not currently occupied, has a failed nitrification field. The Mecklenburg County Health Department has determined that there is no land area available for repair of the existing septic tank system. The only alternative is to convert the failed on -site treatment and disposal system into a discharge facility. An on -site investigation performed by staff of this office revealed that the designated receiving stream appeared to have a small flow. The Technical Support Branch needs to confirm if the flow in the receiving stream is greater than 7Q10/30Q2 = 0. Should the receiving stream fail to meet the flow criteria, a recirculating sand filter, in lieu of a surface one, may be necessary. It is recommended that an NPDES discharge permit be issued for the construction and operation of a surface (or a recirculating) sand filter for the existing single family dwelling. I have discussed your file status with Bill Marlin, Soil Scientist with the Mecklenburg County Health Department and found the following comments to be applicable: 1. Soil borings conducted by Mr. Marlin indicate that there is not enough area present to accommodate a repair in the front of the house. Soils in the rear of the lot have expanding clay and perched water present at depths less than 36 inches. These conditions restrict water movement and wastewater treatment. 2. The area behind the house has already had a repair installed that does not appear to have resolved the problem. Adjacent properties under the authority of the Mecklenburg County Park and Recreation Department have had soil investigations performed. An area of acceptable soils was found, however, it is our understanding that the Park and Recreation Department is not going to agree to an easement large enough to replace the drainfield and provide repair area. It appears that all onsite and offsite subsurface waste disposal options have been pursued unsuccessfully. A package system appears to be the only remaining option. If I may be of further assistance please do not hesitate to call.
