RE: River Lights Pump Station No. 1 Permit Modification — WQ0038060
River Lights Development
M&C#: 02735-0241
I. Background
Newland Communities currently has a Developer Agreement in place that provides for the
construction of two (2) pump stations to serve the proposed RiverLights subdivision. Pump
Station No. 1 (PS 1) has been constructed and permitted under Permit No. WQ0038060. Pump
Station No. 2 is scheduled to begin construction by late 2021. Exhibit 1 provides a schematic of the
recommended configuration with existing PS 1 and future PS 2.
PS 1 was constructed in the northern portion of the River Lights community and discharges to the
Southside WWTP via manifold connection to the Motts Creek PS 20-inch force main located along
the re -aligned River Road. Proposed PS 2 is planned to be constructed in the southern portion of
the River Lights community. The proposed force main leaving PS 2 shall generally follow the old
River Road easement and discharge into an existing manhole outside of PS 1 to then be repumped
by PS 1.
RiverLights PS2 and associated force mains are permitted separately. To serve the buildout flow of
the PS2 basin, a new pump will need to be installed within the RiverLights PS1 wet well to
increase the existing firm capacity of this station (1.46 MGD). With the installation of an additional
pump, the firm capacity of the station will increase to 2.88 MGD.
The purpose of this memorandum is to detail the design approach, modeling results, and pump
sizing recommendations for PS 1.

River Lights PS No. 1
Il. Demands and Peak Hour Factors
Demands for PS 1 have been developed based on the development plans for the RiverLights
community. The average daily flow to be served by PS 1 is as follows:
• Average Daily Flow (ADF) = 889,711 GPD
Additionally, as required by NCDEQ Minimum Design Criteria, peak hour factors were calculated
based on Residential Equivalent Units (REU) to be constructed within the station service area.
The NCDEQ formula as shown below was utilized in this calculation.
Peaking Factor Calculation
Service Area Population = P
Peak Factor = 18 + 4P
4+4P
The peaking factor used in the pump station design is as follows:
• Peak Hour Factor (PHF) = 3.08
III. Pump Sizing
Based on the average daily flows and PHF's the peak pump rate for PS 1 is provided below:

RiverLights Pump Station 1 currently operates as a duplex pump station with two (2) 60 HP
pumps with 12-inch impellers. One pump operates as a standby. There is an extra pump slot
within the wet well for a new pump to be installed.
Hydraulic modeling was conducted to determine the operating condition of the upgraded pump
station with the addition of the third pump. Note that the hydraulic modeling results assume that
all manifold pump stations are on, since that is the most conservative scenario. Hydraulic results
are as follows:

IV. Summary
The recommend configuration of the upgraded RiverLights PS No. 1 is summarized in the
following table. The addition of the new pump will increase the capacity of the pump station from
its current permitted firm capacity of 1.46 MGD to 2.88 MGD and shall serve the new flows
conveyed by RiverLights Pump Station No. 2, when it is constructed.
