Signature Submittal Date 3/9/2021 CAROLINAS Re: Shoreline Stabilization Dear Applicant: Cube Hydro Carolinas LLC Highway 740 PO Box 575 Badin, NC 28009-0575 Please find enclosed Stewart Engineering's - Phase One Shoreline Evaluation and Plan for Stabilization. As you will note from the enclosed report, Stewart has recommended installation of shoreline erosion control measures for the shoreline adjacent to your property. Installation of such stabilization measures is optional. You should use the enclosed report to obtain estimates from qualified contractors for installing the recommended shoreline protection measures. Please note that estimates should be made based on the installation plan prepared by Stewart, as Cube will not permit the installation of alternative erasion control measures. After you have received the estimates, you can then decide whether you want to proceed to Phase Two of the permitting process. Phase Two of the permitting process involves obtaining the necessary permits from the U.S. Army Corps of Engineers (USACE) and the North Carolina Department of Water Quality (NCDWQ). Should you elect to continue, please forward the Phase Two fee of $1,075.001 to Cube Hydro Carolinas. Cube uses this fee to prepare applications and secure the required USACE and NCDWQ permits. In addition, The North Carolina Division of Water Quality charges a permit application fee of $240.00 for their certification. Please include a separate check for $240.001 payable to NC Department of Environment and Natural Resources. Yadkin will initiate the permitting process after it has received both of these payments, After Cube has received the required permits from the USAGE and NCDWQ, Cube will issue you an activity permit authorizing installation of the erosion control plan recommended by Stewart Engineering. Please keep in mind that installation of the shoreline erosion control measures may not begin until you have an activity permit from Cube. Baldwin Property Compliance Supervisor D \.d?Ll STEWART STRONGER BY DESIGN November 16, 2020 REPORT — PHASE 1 SHORELINE EVALUATION Applicant — David Maddex 461 Rolling Road Lexington, NC 27292 Location - Lot 16, Hidden Hills Reservoir — High Rock Lake Shoreline Evaluation A shoreline evaluation of the subject property was completed on 11/10/20. A copy of the field notes and shoreline map are attached to this report. A set of photographs of the shoreline taken during the site visit have been sent to Cube Hydro for the permit file. The height of the eroded shoreline varies from 0 to 5 feet on the subject property with up to 36 Inches of undercut. The lot has recently been cleared and there is a new home currently under construction. Several trees were left in place along the shoreline. At several places along the shoreline a hard rock -like material was observed at the base of the eroded slope. At one location there are two small trees located in a small rock outcropping that extends 10 to 15 feet off the shoreline. No lap trees were observed during the site visit and the shoreline has a moderate exposure to wind driven waves and boat wakes. Recommendations for Stabilization Based on the site evaluation of the property, we recommend that stabilization be completed as follows: 1. The existing trees located on shoreline will likely be removed in order to Install the shoreline stabilization recommended in this report. 101 NORTH TRYON ST. The fabric should be buried Into the lakebed and Into the grade above the rip rap. Install stabilization as indicated on the enclosed site map, in accordance with Detail 2, Minor Rip Rap Stabilization and Detail 3, Moderate Rip Rap Stabilization (copies attached). 3. There is an existing drainage swale at the northern limit of the parcel and shoreline. The stabilization measures are not required beyond the limit of the eroded shoreline and should not extend Into the swale. 4. Upon completion of the shoreline stabilization, the owner will be required to revegetate the disturbed area above the rip rap slope with Eagle Creek Renewable Energy approved ground cover plant materials.
