Our Mooresville Regional Office has performed a site investigation and the Division has completed its review of the permit application. Our review has determined that the receiving stream designated by you has no natural flow on at least seven (7) consecutive days during a ten (10) year period and on at least thirty (30) consecutive days in a two (2) year period. We refer to this stream as having a zero 7Q10 flow and a zero 30Q2 flow. The steady-state models, routinely used by the Division of Environmental Management to simulate stream :reactions and calculate effluent limitations, do not apply to zero flow steams. Therefore, we have no way to establish, discharge limitations that will comply with our statutes and regulations. After thirty (30) days from receipt of this letter, this Division will formally deny your application for a NPDES Permit unless you wit your request. The applicant proposes the installation of a septic tank/subsurface sand filter system to treat a projected waste flow of 360 gpd that is to be generated from his future residence. The treatment facility will consist of a 1,500 gallon capacity septic tank, a 1,000 gallon capacity dosing tank, a 500 square feet subsurface sand filter, an 800 gallon capacity chlorination tank with a tablet chlorinator, and associated pumps and pipes. The effluent will be aerated prior to its discharge, through a 1,000 linear feet 4" Schedule 40 PVC pipe, into an unnamed tributary to Coddle Creek which is classified as WS-III water. 5. Other: N/A Page Three PART IV - EVALUATION AND RECOMMENDATIONS A trickling amount of flow in the unnamed tributary to Coddle Creek that will receive the discharge was observed during the on -site investigation conducted by this Office on June 29, 1987. In our opinion the designated receiving stream does not, meet the 7Q10 flow criterion. It is also highly unlikely that the effluent generated from the proposed facilities would meet the limits of 15 and 4. Thus we recommend that the permit be denied. PETERSON SAND FILTER SYSTEM COCHRAN ROAD OFF ROBERTA ROAD TOWNSHIP #2,, CABARRUS COUNTY, NORTH CAROLINA This, wastewater treatment and disposal system will be handling domestic sewage being generated for a proposed three - bedroom residence located along Cochran Road off Roberta Road in Cabarrus County,x N.C. For a proposed residence use a 1,,500 gallon capacity precast concrete septic tank, Connect septic tank using 4"0 Schedule 40 PVC piping laid at 1.00% minimum slope to a new 1000 gallon capacity precast concrete dosing tank to be located nearby. Within this dosing tank, install a z horsepower submersible sewage effluent pump connected with 2"0 PVC manifold piping and 114"0 PVC laterals with 3/16"0 orifices located along the top portion of the sand filter bed. The subsurface sand filter bed shall be 20 feet wide by 25 feet long at its base and shall utilize 20 mil plastic moisture barrier along its base and sides. The top of the sand filter bed shall be left approximate a foot higher than adjacent yard elevations. The bottom of the sand filter bed shall consist of 2 inches of cushioning sand layer on each side of the moisture membrane. Upon the cushioning sand layer, install 4"0 porous plastic tubing underdrains in an 8 inch layer of washed stone of 3/4"0 to 11/4"0 size material. Upon the stone base shall be placed a 30 inch thick layer of sand filtering medium using sand that has been approved by the Division of Environmental Management for sand filters. Above the filtering sand shall be placed the 11/4"0/ PVC distribution laterals and 2"0 PVC manifold piping in a 6" thick layer of washed stone of 3/4"0 to 11/2"0 size material. Shape the adjacent yard surface area such that stormwater runoff drains away from the area of the sand filter bed. The underdrains of the sand filter bed shall be connected with 4"0 Schedule 40 PVC piping material laid at 1.001 minimum grade to a precast concrete chlorination tank of 800 gallons capacity. Within this tank shall be located a SanVril Model 200/Mini San tablet chlorinator for disinfecting treated wastewater. Also within the chlorinator tank shall be located a 1/3 horsepower oil -less diaphragm air compressor connected with 3/4"0 Schedule 40 PVC air piping with 1/8"0 orifices for difusing air into engineering Proposal Richard B. Said air compressor shall be activated by use of a timer which will run the air compressor for 15 minutes intervals every 6 hours. The outlet of the chlorination tank shall be connected through a sanitary tee with 4"0 Schedule 40 PVC piping laid at 1.00% minumum grade to the point of discharge,, which shall be located approximately 1000 linear feet from the residence at the bank of an un-named tributary to Coddle Creek near Roberta Mill. The sewage effluent pump located within the dosing tank shall be operated automatically usig float operated "On -Off" piggy back mercury fluid contact switch set to the desired dosing volume. Within the dosing tank, and supplied by a separate circuit from that supplying power to the effluent pump', shall be located another mercury fluid contact switch which shall activate a Home Owner warning Panel to give warnings of malfunctions of system components. Such warning panel shall be similiar to "Tank Alert" by S.J. Electro Systems,, Inc., or approved equal. The Owner of the residence and property shall be the Owner and responsible operator of the entire wastewater treament and disposal system and shall agree to provide long term treatment and disposal of wastewater generated by the residence to be built. All septage shall be properly disposed of as required by the Division of Environmental Management.
