9. Narrative Description:
The property is a 0.508-acre municipal park designated for public use in the form of the
Jaycee Park. Presently, the Town of Morehead City wishes to dredge and install a public
pier with ten commercial boat slips at the public Jaycee Park, and is applying for a permit
to do so.
The parcel lies within the 800 block of Shepard Street in between 8"'Street and 9'h Street
on the waterfront in downtown Morehead City across from Sugarloaf Island in Carteret
County. The property fronts the north side of Harbor Channel, a tributary of Bogue
Sound. Harbor Channel is approximately 785' wide.
The current vegetation on the tract mainly consists of well-established lawn grasses. None
of the project area has submerged aquatic vegetation, coastal wetlands (marsh), or other
wetlands present. The elevation of the tract is +4' msl. Man-made features on the parcel
include a concrete bulkhead, concrete sidewalk, and wooden swing sets.
The Carteret County Land Use Plan has classified this area as Developed, with CAMA
AFC's classified as Conservation. 'The waters of Harbor Channel are not designated as
Primary Nursery Area and are closed to shellfish harvesting. These waters carry a water
quality classification of SC. The bottom substrate is fine sand and lends easily to
resuspension. There is no evidence of a shellfish resource.
10. Proposed Development:
The request is for a public pier with six floating docks, and new dredging of the area. The
proposed excavation and construction activity is to take place waterward, to the south, of the
existing bulkhead, and immediately cast of the existing pier on the adjacent town property.
The proposed dredging of the basin by dragline or barge mounted excavator is of
approximately 2,200 cubic yards of bottom substrate of approximately one half acre, (282' long
by an average width of 67'). The proposal would dredge the basin from the current -2-8' nlw
depths down to depths of -6-8' nlw to be disposed of at an upland location requiring the prior
approval of the DCM.
The 10' wide public floating dock would be 208 feet long and 10 feet wide and would consist of
six floating finger piers that are each ~16 feet long and 4 feet wide. A 27' long aluminum
gangway would connect the pier to the existing bulkhead. The dock would have five utility
pedestals. The complete structure would extend approximately 87' into the 78~' body of
water. The proposed structures would remain outside of the 1~' riparian corridor, at the edge
of the Harbor Line and 27.7' landward of the edge of the Federal Channel. The depicted
corridor appears to align 90° from the main channel of the waterbody. At the terminus of the
structure, the applicant shows -9.0' of water at nlw. The proposed structure is to be used for
public boat docking, with overnight dockage not to exceed a 72-hour stay. No support
facilities (i.e. fuel pumps, store, etc.) are proposed.
11. Anticipated Impacts:
As proposed, the pier and fingers will shade 72 sf of high ground and 3,360 sf of open
water/shallow bottom habitat, which incorporates 18,096 sf along 282' of shoreline. No SAV
were observed in the area and this waterbody is closed to shellfishing. Turbidity impacts
should be short term relating to the dredging and removal of 2,200 cy of fine sand and driving
of the pilings. The intended uses include public dockage of marine vessels. The excavation of
the area should prevent scarring. The proposed structure should not be a hazard to navigation
by staying landward of the USACE Harbor Line, or exceed the established pier length within
this creek.

PROJECT NARRATIVE
INTRODUCTION

The Town of Morehead City proposes to perform new construction of ten floating boat
slips, maintenance dredging of marina basin adjacent to federal channel within town and
disposal of dredged material at an upland disposal site. A permit is requested that will
permit dredging of the immediate boat dock area and also periodic maintenance
dredging for the life of the permit. Dredging is required over approximately one half acre
to depths of 6 to 8 feet.
PROJECT DESCRIPTION
The project consists of the following elements:
• Dredging of the basin by dragline or barge mounted excavator dredging of
approximately 2,200 cubic yards of material.
• Loading of dredged material at construction site on to trucks for transport to
disposal site.
• Disposal at DCM approved upland disposal site identified by the dredging
contractor.
• Construction of timber access pier.
• Installation of floating docks with concrete or steel guide piles and timber mooring
piles between slips. Slips will be provided for ten boats.
EXISTING CONDITIONS
The proposed boat dock area was surveyed in February 2005. The results of that survey
are provided on sheets 2. Generally, the material to be dredged is fine and medium sand
with less than 3.5 percent mud content. Sieve analysis plots are provided for the
samples analyzed.

STORMWATER MANAGEMENT

No upland improvements, pavements, walkways or other impervious surfaces will be
constructed as part of the project. No stormwater management or additional stormwater
measures will be required for this project.
DREDGE MATERIAL CHARACTERISTICS
Four sediment samples were collected from the channel area to be dredged using a 2
inch shallow core sampler which takes the sample from the top 1 foot of the channel
bottom. The samples were analyzed using methods employed to test compatibility of
sand for beach disposal including analysis for mud content and percent shell. Grain size
information and size distribution plots for each of the four samples collected are provided
with this application. Generally the dredge material is fine to medium sand with less than
3.5 percent mud. The analysis indicates that, because mud content is low, turbidity
associated with the dredging will be limited and short lived.
METHODS OF CONSTRUCTION
Dredging will be done by dragline or barge mounted excavator with disposal to a floating
barge. The material will be transferred at the site to dump trucks and hauled to an
upland disposal site chosen by contractor and approved by DCM. If the contractor's
disposal site exceeds one acre, he will be required to obtain an erosion and sediment
control plan approval by the Division of Land Resources, Land Quality Section.
Access pier components will be of timber frame construction constructed by
conventional marine construction methods. Floating dock installation will be by
conventional marine construction methods using floating barge and crane. Floating dock
materials may be timber or concrete.
Dredging will be new dredging of an existing boat basin that has been allowed to fill with
sediment. Ten boat slips are being constructed as part of the project.

PROJECT SCHEDULE
Dredging of the boat dock area will be initiated in November 16, 2007 after the CAMA
permit is issued.
COMPLIANCE WITH TOWN OF MOREHEAD CITY ZONING AND CAMA LAND USE
PLAN
The project is in compliance with Town of Morehead City zoning and CAMA Land Use
Plan. A zoning compliance letter from the town of Morehead City is attached.
COMPLIANCE WITH THE N. C. ENVIRONMENTAL POLICY ACT
There is no work proposed on the site that will require review under the N. C.
Environmental Policy Act. The funding mechanism for the project has not been
determined. It will probably consist of a combination of public and private funds.
