Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued'pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
This final permit includes the following change from the draft permit sent to you on November 5,
2003.
> The total residual chlorine limit has been corrected from 28µg/1 to 17µg/1 as is required for
discharges to zero -flow streams.
This permit includes a TRC limit that will take effect on August 1, 2005. If you wish to install
dechlorination equipment, the Division has promulgated a simplified approval process for such projects. Guidance
for approval of dechlorination projects is attached.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of
this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina
General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain
other permits which may be required by the Division of Water Quality or permits required by the Division of Land
Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be

In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,

is hereby authorized to discharge wastewater from a facility located at
Denton Water Treatment Plant
Bringle Ferry Road
Davidson County
to receiving waters designated as an unnamed tributary to Yadkin River in the Yadkin -Pee Dee River
Basin in accordance with effluent limitations, monitoring requirements, and other conditions set forth in
Parts I, II, III and IV hereof.
This permit shall become effective February 1, 2004.
This permit and authorization to discharge shall expire at midnight on January 31, 2009.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby revoked. As of this
permit issuance, any previously issued permit bearing this number is no longer effective. Therefore, the exclusive
authority to operate and discharge from this facility arises under the permit conditions, requirements, terms, and
provisions included herein.

1. Continue operation of holding and decant lagoons to treat existing filter backwash and basin wash water at
the Denton Water Treatment Plant (conventional facility, surface water intake), Bringle Ferry Road,
Davidson County, and
2. Discharge from said treatment works at the location specified on the attached map through outfall 001 into
an unnamed tributary to the Yadkin River, which is classified WS-IV - B - CA water in the Yadkin -Pee Dee
River Basin.

2. The discharge shall not cause the turbidity of the receiving stream to exceed 50 NTU. If the
turbidity exceeds these levels due to natural background conditions, the discharge level cannot
cause any increase in the turbidity in the receiving water.
3. Limit takes effect August 1, 2005. Until limit takes effect, the permittee shall monitor TRC (with no
effluent limit).
There shall be no discharge of floating solids or visible foam in other than trace amounts.

SUMMARY
This facility maintains one outfall, 001. The facility applied for and was granted an authorization to construct for
two underdrained alum sludge lagoons in January 1996. Wastewater from filter backwash and basin wash water is
treated using holding and decant lagoons then discharged into an unnamed tributary 0.4 miles upgradient of the
confluence with Tuckertown Reservoir. The Tuckertown Reservoir eventually discharges into the Yadkin River.
The receiving stream (unnamed tributary to the Yadkin River) is classified as WS-III and B waters and is not listed
on the 303(d) list as impaired water. The May 1998 Yadkin -Pee Dee River Basinwide Water Quality management
Plan concludes that this stream supports its designated uses.
TOXICITY TESTING:
Current Requirement: None
Recommended Requirement: None recommended.
COMPLIANCE SUMMARY:
Correspondence files (2001-2003) indicate one NOV in November 02 for a pH level of 5.86 and one NOV in April
02 for untimely submittal of DMR. A Compliance Evaluation Inspection in July 02 found no problems. DMR's for
2001-2003 showed TRC levels from 0-200 µg/l, Iron levels from 0.01-1.432 mg/I, and Aluminum levels from 0-0.47
mg/I. Turbidity is limited at 50 NTU and measured readings were always well below this limit. The pH levels were
always within the 6-9 range except for the occasion already noted.
INSTREAM MONITORING:
This facility is required to monitor turbidity of the receiving stream both upstream and downstream from the outfall.
A turbidity limit has been implemented.

PROPOSED CHANGES:
Per division policy, TRC limit will be implemented in this renewal. Recommend limit of 17 µg/I rather than 28 µg/1
because discharge is into an unnamed tributary to the Yadkin River.
Delete pH footnote from effluent page. Memorandum dated September 30, 1992 giving interim guidance for water
treatment plants does not require pH monitoring/limits.
