Division personnel have reviewed and approved your application. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983, and as subsequently amended. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. If the turbidity exceeds these levels due to natural background conditions, the discharge level cannot cause any increase in the turbidity in the receiving water. The facility applied for and was granted an authorization to construct for two underdrained alum sludge lagoons in January 1996. Wastewater's from filter backwash and basin wash water is treated using holding and decant lagoons then discharged into an unnamed tributary 0.4 miles upgradient of the confluence with Tuckertown Reservoir. The Tuckertown Reservoir eventually discharges into the Yadkin River. The receiving stream (unnamed tributary to the Yadkin River) is classified as WS-III and B waters and is not listed on the 303(d) list as impaired water. The May 1998 Yadkin -Pee Dee River Basinwide Water Quality management Plan concludes that this stream supports its designated uses. TOXICITY TESTING: Current Requirement: None Recommended Requirement: None recommended. COMPLIANCE SUMMARY: Plant come on-line in July 1998, since that time there have been no compliance problems. There een two NOVs issued for untimely submittal of DMRs. hi sb INSTREAM MONITORING: This facility is required to monitor turbidity of the receiving stream both upstream and downstream from the outfall. A turbidity limit has been implemented. PROPOSED CHANGES: Denton Water Treatment Plant Fact Sheet NPDES .Renewal Pco:I I • The limit and monitoring requirements outlined in the previous permit remain consistent with the minimum requirements for this type of facility. Therefore, it is recommended that this permit be renewed without changes. It is division policy to implement Fe monitoring for all water treatment plants and Al monitoring if alum is utilized during the treatment process. Most facilities utilize either ferric sulfate or alum but rarely both, therefore the need for monitoring of both Fe and Al should be examined. Permits should require that either Fe or AL be monitored (depending on which coagulant is used) with a footnote requiring the other be monitored if used in the treatment process.
