RE: Paragraph 4 of Addendum to the Consent Order — Authorization to Conduct
Design, Construction and Initial Operation as a Pilot Project
Dear Ms. Hughes:
This letter confirms the North Carolina Department of Environmental Quality's
authorization for Chemours to conduct the design, construction and initial operation of the
Monomers/IXM capture and treatment system as a pilot project to reduce PFAS loading from
stormwater as required by Paragraph 4 of the Addendum to the Consent Order. The system must
be installed and operational by June 30, 2021. The system must be constructed and operated in
conformity with the Addendum as well any conditions or requirements contained in the
stormwater sampling plan required under Paragraph 4(b) of the Addendum once it is approved.
That plan is currently under review and the agency will provide comments shortly.
The sampling data contained in the report required by Paragraph 4(c) of the Addendum and due
by September 30, 2021 will inform the permit requirements for the long-term operation of the
system.
