the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all

This project is being submitted for gravity sewer extension approval. The project required an
approximate 144 If extension of the existing gravity sewer system in order for the existing gravity system
to reach one of the proposed lots within the project property. The project is a proposed residential
subdivision with 6 lots and 4 bedrooms per lot @ 120 gallons/day/bedroom for a total of 2,880 gal/day
design sewer flow allocation.

Also, I think we may need another application that accurately reflects the changes. I

Sarah,
Per the email string below, please see attached sketch of what we proposed for this
project and our rationale below in red. We request written approval from PWS in order
to provide to NCDECL DWQ for sewer permit approval.
(1) the rationale for determining that separation criteria described in this Rule are
impracticable;
The existing sewer main is already existing within 10' of the existing water main. When
we tie to the existing sewer manhole, we will be within 10' of the existing water main.
(2) the extent of the deviation from separation criteria in this Rule;
This project proposes to deviate by having approximately 9 If of PC 350 DIP be within 10'
of the existing water main without changing out the water main materials due to
concerns of cutting the pavement from NCDOT.
(3) a consideration of pipe materials, pressure ratings, type of joints for water main
and non -potable water line, and soil conditions; we proposed to use Pressure Class 350
Ductile Iron pipe for the section of proposed sewer within 10' of the existing water
main. The joints and material for this pipe will be equal to water main standards. The
existing AC water line should already meet water main standards. Soils contain a
significant amount of clay which when compacted will greatly reduce permeability of
water.
(4) the ability to provide adequate workspace to repair or replace pipe segments or
other utility infrastructure without causing damage to or otherwise compromising the
integrity of pipes; and The proposal will provide more work space for repairs
due to the fact that it would be heading away from the water main for a
distance of 10'.
(5) the rationale for determining that the deviation will not result in unreasonable
risk to public health. Due to the fact that only a 9 If portion of sewer main would be
within the 10' threshold of the existing water main, and the fact that the sewer main
would utilize PC 350 DIP, there should not be any significant risk to public health.

If the only change is adding 6 LF, you don't need to submit a new app, and
we'll use the existing check.
We'll just need the written approval from PWSS. And when you get that to us,
remind us to use the exiting app, but to add the 6 LF.

Assuming we get the approval from Sarah's group, the only

Jarrod,
We've had a chance to run this by our Permit Coordinator in DWR's
Central Office.
You'll need to get written approval from PWSS (Sarah and Shashi's
group) that the crossing meets 18C.0906(f). Apparently we tried to
add a reference to (f) in the 2T Rules, but it hasn't happened.
If you can provide us this written approval from PWSS, the project
would be considered meeting the 2T Rules, and therefore would not
need a variance for the sewer extension

Thanks Sara. The hang-up we're having on this project is
that our certification on the sewer application is for the
following:
IX. CERTIFICATIONS:
1. Does the submitted system comply with 15A NCAC 02T, the
Minimum Design Criteria for the Permitting of Pump Stations
and Force Mains (latest version), and the Gravity Sewer
Minimum Design Criteria (latest version) as applicable?
Yes No
If No, complete and submit the Variance/Alternative Design
Request application (VADC 10-14) and supporting documents
for review. Approval of the request is required prior to
submittal of the Fast Track ADplication and supporting
documents.
If we provided the alternative given the special condition,
we would not be able to certify the project's Fast Track
Application and would have to request a variance utilizing
VADC 10-14. 1 wish the sewer rules were also changed at
the same time to match the water rules so that we could
use this option but unless we're not understanding
something correctly, it appears that rules via PWS are not
the same as DWQ sewer. If there is a suggestion box I'd
like to throw that in there; have water and sewer
separation rules and the process for varianceslalternates
be exactly the same in NC.

The Rules Governing Public Water Systems have been
recently revised (July 1, 2019) with revisions to language in
Rule .0906. Alternatives are now addressed under Rule
.0906(f). If impracticable to maintain separation per Rule
.0906 (b) and (c), justification of the deviation must be
outlined in accordance with Rule .0906(f). Language below
and link included for your reference. Section .0900
Distribution Systems
15A NCAC 18C .0906 RELATION OF WATER MAINS TO NON -
POTABLE WATER LINES
(f) Special Conditions. If an engineer demonstrates it is
impracticable to maintain the separation distances required
by this Rule, taking into consideration feasibility, cost, and
the factors set forth in this Paragraph, the deviation may be
approved on a case -by -case basis, if supported by data and
alternative construction criteria provided by the design
engineer. Data and alternative construction criteria
submitted by the design engineer to justify the deviation
must describe:
(1) the rationale for determining that separation criteria
described in this Rule are impracticable;
(2) the extent of the deviation from separation criteria in
this Rule;
(3) a consideration of pipe materials, pressure ratings,
type of joints for water main and non -potable water line,
and soil conditions;

Based upon the fact that the 12" water main is
existing, it cannot be placed at 18" above the
proposed sewer main or else it would not have
proper cover and the reason we've run into this
issue is because NCDOT doesn't want the road
cut; which would be required in order to raise the
water main anyway. The sewer main cannot be
placed any lower as it is tieing to the existing invert
of an existing sewer manhole which happens to be
about the same invert as the existing water main.

This seems to be one of those unusual situations
that I do not think the alternates as described in
15A NCAC 18C .0906(b) and (c) properly
address.
I have copied Sarah Bass with PWS to also see
what her thoughts would be on the situation also
but it appears that we may have to abandon the
sewer extension project all together.
Thank your for looking into this. I will follow up if
something changes.

We recently submitted a permit
application for a sewer extension
in Sanford. We concurrently
submitted these plans to NCDOT
for encroachment review. NCDOT
has asked us to revise the sewer
alignment so that we would not
have to cut any pavement.
See attached original plans
produced for the project, and a
zoomed in version of the current
proposal to satisfy the NDCOT
concerns showing a red line and
circle representing proposed
revisions to the sewer alignment
and additional manhole.
We originally called for the existing
water main to be removed and
replaced with Ductile Iron Pipe for
the section that was within 10' of
the proposed sewer main. This
requires the roadway cuts that
NCDOT has concerns about.
The zoomed in proposal connects
perpendicularly to the existing
manhole and extends out until we
can put a manhole at least 10'
from the existing water. We would
then run parallel to the existing
water with at least 10' of
separation.
Based upon the gravity sewer
rules, is there anything that would
need to be done to the water main
for the zoomed in scenario where
the proposed sewer main is
running perpendicular and away
from the existing water main to a
point where it is 10' away?
Also, we request that the recently
submitted permit application be
disregarded as we will be re-
submitting with the revised
information.
