with 40 C.F.R. Section 121.4(a) "At least 30 days prior to submitting a certification request, the project proponent shall
request a pre -filing meeting with the certifying agency" and in accordance with 40 C.F.R. Section 121.5(b)(7), and (c)(5)
all certification requests shall include documentation that a pre -filing meeting request was submitted to the certifying

Hi Mr. Euliss, and thank you for your email. Since the project is in Person County, you'll be working with Mr. Chris
Hopper as the Corps of Engineers contact; I have cc'd him on this email., which outlines some items that we need from
you in order to verify that you can use a Regional General Permit (RGP) 30 for your proposed project. Specifically,
please provide the following information (via email given our current telework status):
1, Basic project description and address (include parcel numbers if available);

2. Length and dimension of shoreline proposed to be impacted (include the average depth that the riprap will extend
past normal water level);

3. Pictures of the shoreline to where the impacts will occur in order to show current conditions. Note that the nprap
stabilization should only occur where there is an actual erosion problem (i,e. there needs to be a need for the
stabilization other than simply aesthetics):
4. Is any portion of your shoreline already riprapped? If so, how many linear feet? Note that your current property counts
towards this total and that you are limited to 500 linear feet by the GP 30.

In particular, the following conditions of the RGP 30 are pertinent to bank stabilization involving riprap:
r. Where wetlands are present along a shoreline, all shoreline stabilization activities (bio-engineering techniques,
construction and backfill of bulkheads, and the placement of riprap material) must be undertaken landward of the
wetlands. This general permit does not authorize the discharge of dredged or fill material within wetlands.
s. Bulkhead and riprap alignments, or shoreline stabilization structures will not extend farther waterward than an
average distance of two (2) feet, maximum distance of five (5) feet from the normal pool elevation contour and may not
extend more than 500 feet along a shoreline.

u. Material placed for shoreline stabilization will not exceed an average of one cubic yard per running foot placed below
the plane of the ordinary high water mark. Material should only be placed where shoreline is actively eroding and no
material should be placed in excess of the minimum needed for erosion protection.
Once received, Chris will review the information to determine if the proposed project meets the terms and conditions of
RGP 30 and respond by email or request more information as needed.
Note, however, that you must also receive approval from the NC Division of Water Resources (NCDWR). Please see
