(S&ME) has conducted a stormwater soil evaluation in general accordance with S&ME Proposal 13- 2000430 dated October 1, 2020. Our evaluation was conducted to provide information for the design of a Stormwater Control Measure (SCM) and a Stormwater Management Permit Application to the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Minerals, & Land Resources (DEMLR) and/or local municipality. A soil scientist evaluated the soil conditions within the proposed SCM location on October 19 and 20, 2020. Background Information Samet Corporation is in early design phase for a new business park in Sanford, North Carolina. The business park will include 17 parcels ("lots") which will include building structures ranging in size from about 40,000 to 150,000 square feet. Development will also include, stormwater control structures, asphalt parking and driveways, and cut/fill slopes. Lot 8 will include an approximate 117,133 square foot building with space to accommodate an approximate 85,216 square foot future expansion. As a part of the proposed Lot 8 development, there is one SCM planned in the northwest corner of the property and two hand auger borings to determine the seasonal high water table (SHWT) were requested. The site boundary, SCM location, and requested hand auger boring locations are depicted on the attached United States Department of Agriculture (USDA) Soil Conservation Service (SCS) Lee County soil survey exhibit (Figure 1) and United States Geologic Service (USGS) topographic exhibit (Figure 2) respectively. The soil evaluation was performed with hand auger borings conducted at two locations (B-1 and B-2) as shown on the attached Stormwater Soil Evaluation Exhibit (Figure 3). Our evaluation consisted of identifying and recording the soil morphological conditions at these locations in order to develop soil profile descriptions, perform SHWT estimations and measure the observed water table (OWT) if applicable. S&ME, Inc. 13201 Spring Forest Road I Raleigh, NC 27616 I p 919.872.2660 I www.smeinc.com Stormwater Soil Evaluation Report CCEP Lot 8 Enterprise Park Drive, Sanford, Lee County, North Carolina S&ME Project No. 1305-20-121 Findings SHWT Estimation, OWT Measurement, and Depth to Auger Refusal S&ME estimated the SHWT by advancing hand auger borings at the locations as shown on the attached Figure 3 and evaluating the soil for evidence of SHWT influence. This evaluation involved looking at the actual moisture content in the soil and observing the matrix and mottle colors. Depending on the soil texture, the soil color will indicate processes that are driven by SHWT fluctuations, such as iron reduction and oxidation and organic matter staining. In addition, S&ME recorded the depth that the OWT was encountered below existing ground surface (EGS) at each soil boring location if applicable. The OWT was measured as the static water level in each of the temporary hand auger boring locations at one hour and 24 hours after advancing the hand auger borings. It should be noted that the static water level/OWT measured in the auger holes is a measurement of the water table at that moment and does not represent an average water level or the highest point at which the water table may rise to. Furthermore, it is expected that groundwater elevations in the study area will likely be influenced by factors such as precipitation and proximity to surface water discharge/recharge features. According to the USDA-NRCS National Water and Climate Center there was no reported rainfall for this area two days prior to our initial OWT reading on October 19, 2020, and no reported rainfall within 24 hours of our second OWT reading on October 20, 2020. See Table 1 below and Figure 3 for the estimated depth to SHWT, measured depth to the OWT at 1-hour and 24- hours, and auger refusal if applicable. Please refer to the enclosed map and soil profile descriptions for more information. These estimates were obtained from one or more of the following: Lee County Soil Survey "Physical & Chemical Properties of the Soil - October 22, 2020 2 Stormwater Soil Evaluation Report CCEP Lot 8 Enterprise Park Drive, Sanford, Lee County, North Carolina S&ME Project No. 1305-20-121 Permeability"; and/or USDA-NRCS (United States Department of Agriculture - Natural Resource Conservation Service) official series description, and/or "NRCS Field Book for Describing & Sampling Soils". The permeability estimates were converted to conductivity on the profile description tables. ♦ Limitations Data and conclusions presented herein are based on materials encountered at the hand auger boring locations only. Conditions may vary between hand auger boring locations and in other areas of the proposed SCM.
