In response to DWQ #12 -0801 v2 and your letter dated November 8, 2012 please find the following
responses to your questions:
1. Question: Please explain the need for the expansion of the house footprint beyond the impacts
authorized on August 31, 2012:
Answer: The subject property is currently under contract and the buyer, under his due diligence
period, is seeking to obtain this variance in order to purchase the lot. The initial application
submitted and approved on August 31, 2012 was for a partially complete house footprint. After
further review and analysis of the lot and surrounding neighborhood the house footprint was
revised and resubmitted. The new application is for a home with a first floor of 1,461 Heated
Square feet. This home footprint is on the average to below average size of the surrounding
neighborhood. The buffer impacts such a large percentage of the lot that a variance is needed.
2. Question: Session Law 2012 -200 requires that stormwater generated by new impervious surface
within the buffer be treated and diffuse flow of stormwater maintained through the buffer.
Please provide a detailed plan of how diffuse flow will be maintained, including any rain barrels
that are proposed
Answer: The home owner will maintain the rain barrels and diffuse flow in the following way:
(1) All gutters at the rear of the home will be redirected into rain barrels
(2) The owner shall slowly empty the barrel monthly and before any large storm events are
forecasted
(2) The owner shall install gutter guards to reduce debris
(3) The owner shall set up the rain barrels on a level spot for draining. The drain line shall
empty into a barrier of washed stone before entering the buffer to diffuse flow
