Pretreatment Review of Long Term Monitoring Plans (LTMPs)
Program: City of Shelby
WWTP: First Broad River WWTP - NPDES Number NC0024538
Cleveland County
Dear Mr. Reuscher:
The Municipal Unit of the Division of Water Resources has reviewed the updated Long Term Monitoring Plan
(LTMP) for the City of Shelby. The submission was received by the Division on January 6, 2021.
The review indicates that with the following corrections, the LTMP is adequate and meets the requirements
needed to establish a site -specific Headworks Analysis (HWA). Proper implementation of a LTMP is also
required by your NPDES permit. Please refer to the Comprehensive Guidance for North Carolina Pretreatment
Programs (Comprehensive Guide) for additional information and examples. Modifications to this LTMP must be
approved by the Division.
• Update Section F to reflect the most up-to-date detection levels provided here:
https://files.nc. gov/ncdeq/Water+Quality/Chemistry+Lab/Operations/Quality+Assurance/NCDENR_DW
R WSS LAB PQLs.pdf. Please use the lowest available PQL for each analyte.
• Update the WWTP schematic to show the location of each sampling point. Please submit these
corrections by May 5, 2021.
Regardless of this approval action today, within 180 days of the effective date of any reissued NPDES permit (or
any subsequent NPDES permit modification) the Permittee would be required to submit to the Division a written
technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not
needed). This action may include revising, updating or adding to the list of Significant Industrial Users (SIU's).
If you have any questions or comments, please contact Michael Montebello at (919) 707-3624 [email:
Michael.Montebello@ncdenr.gov]. Thank you for your continued support of the Pretreatment Program.
