(S &ME) wishes to submit a request to revise a proposed crossing method associated of one jurisdictional stream at the Piedmont Natural Gas (PNG) Line # 170 Project. The project entails construction of approximately 8.8 miles of natural gas transmission pipeline in Cabarrus, Iredell and Mecklenburg Counties, North,Carolina. The location of the overall project corridor is depicted on the Site Vicinity Map (Figure 1), and the location of the stream subject to the proposed change is shown on a USGS topographic map (Figure 2) and a 2010 Aerial Photograph (Figure 3). On October 17, 2012, Michael Burkhard of the North Carolina Division of Water Quality (NCDWQ) visited the project site with Joey Lawler of S &ME and Bruce Barger, PNG's Lead Environmental Inspector. The purpose of the site visit was to review the construction contractor's request for a change in crossing method at Stream 3.1. The crossing is currently permitted as a jack and bore, with a 70 -foot construction corridor (30 feet permanent and 40 feet temporary) across the feature. Following his review of the subject stream, Mr. Burkhard concurred with this assessment, and determined that a change in crossing should be authorized at this location. Accordingly, we request that the crossing of Stream 3.1 be changed from a jack and bore to a conventional (trenched) crossing. Photographs of the subject stream are included as an attachment to this letter. The contractor will be able to perform the work within the currently authorized 70 -feet of workspace, and as such, no additional impacts will be incurred as a result of this change in crossing method. The revised drawing that depicts the change in crossing method and location is attached for your consideration. Thanks you for your time and consideration of this request. Again, please note that because the change in the method of construction does not involve additional stream impacts beyond those currently permitted for this crossing, this letter is being submitted only for your approval and records.
