This site visit was conducted to verify there have been no significant changes to the fields listed in the renewal package. A compliance evaluation inspection of Baxter's residuals facility will be conducted in the coming weeks. Zach Key, US Biosolids, was present and assisted in the inspection. There are 10 fields listed within the permit with varying crops and use. DP1-A: This field is still used as a feeding area for cattle and severely denuded. Mr. Key indicated Mr. Duplin would move the cattle to another field and they would reseed before any application occurred. DP2: Fescue cover over winter and planted with corn during the growing season. Residuals are not currently land applied to this field. Mr. Key indicated Mr. Duplin applies chicken litter to this field. If land application occurs on this field in the future, please ensure other fertilizers are being calculated into the PAN rate and the cumulative pollutant loading rate for the field before application. Soil reports indicate high phosphorus on several of the fields which exceeds the current crop removal rates. This should continue to be monitored as high phosphorus levels can lead to reduced micronutrient uptake and increase phosphorus mobility, potentially affecting ground and surface waters. While phosphorus loss assessments are not required under 02T.1100, it is recommended as a best management practice due to the PI of the fields. Reduction in the use of organic fertilizers may allow the fields to recover. Additionally, copper indices for DP1C and DP1B should also be closely monitored. Both are above 1200. At 2000 it is recommended by the NC Department of Agriculture that new waste application sites be found.
