The last compliance evaluation inspection at this facility was performed by DWR staff on 3/4/2019. Discharge Monitoring Reports (eDMRs) were reviewed for the period February 2020 through January 2021. No effluent limit violations were reported and all monitoring frequencies were correct. The ORC and staff must ensure to report "No Flow" instead of "0" MGD during all applicable days (throughout each week) on all future eDMRs (Outfalls 004 and 005). Operations & Maintenance Is the plant generally clean with acceptable housekeeping? Does the facility analyze process control parameters, for ex: MLSS, MCRT, Settleable Solids, pH, DO, Sludge Judge, and other that are applicable? Yes No NA NE • ❑ ❑ ❑ Comment: NPDES facilities appeared to be properly operated and well maintained. No chlorination is added at Outfall 001. Carbon dioxide is used (as -needed basis) for pH adjustment at Outfall 002. Minimal solids are generated on -site due to changes on the water treatment processes. The basins have not been cleaned out in approximately ten years; however, sludge would either be disposed into the on -site permitted landfill (lined) or off -site by a contracted company based on testing results. The facility staff have the capability to discharge (Outfall 005) from a lower pond level (not affected by pH) during the algal growing season. Outfall 004 flows are based on calculated tank volumes during the batch discharges. Outfall 002 is equipped with a flume and bubbler type flow meter. The flow meter is calibrated quarterly by Duke Energy's I&E Unit. Outfall 002's flow would be subtracted from the flow measured at Outfall 005 to determine Outfall 005's reportable flow when both outfalls are discharging. Effluent Pipe Is right of way to the outfall properly maintained? Are the receiving water free of foam other than trace amounts and other debris? Outfall 002 was not discharging at the time of the inspection. The receiving streams did not appear to be negatively impacted. Fish were observed in Outfall 001 and the pond for Outfall 005. Page# 5
