Avoidance and Minimization February 2012 Revised July 2012 The layout of the project has been carefully planned to minimize wetlands impacts while at the same time maximizing the potential of the project. Olde Towne Point Blvd. is aligned to cross the stream at an existing culverted crossing, thereby minimizing wetlands and stream impacts. The existing Boulevard was originally designed as a divided 4 lane (2 lanes each way) street with a 23' median. At the stream /wetland crossing, the Boulevard design has now been narrowed to a 2 lane, 26' wide road with no asphalt trail, in order to minimize the stream /wetland crossing. It is anticipated that when warranted in the future, the additional two lanes with median and asphalt trail will be permitted and constructed. In addition, the proposed roads throughout Wantlands Ferry have been positioned so that there will be no other wetlands impacts. The locations of the proposed water and sewer utilities are proposed to occur within the footprint of the proposed road so as not to have additional impacts for the water and sewer extensions. The location of the water and sewer mains at the proposed road impact areas are shown on the Impact Area Exhibit Map. For stormwater treatment, stormwater ponds are placed along a stream or low area within the subdivision so the pond outlet is close to the lowest wetland outlet elevation. The ponds are located at least 50' from the top of the bank of a stream. As designed, the stormwater ponds will not disturb any wetlands. Concerning possible draining of the Wetlands adjacent to the stormwater ponds, the stormwater section of NCDENR -DWQ currently requires soils borings, at the pond, by a Soil Scientist to investigate the soils material and seasonal high water table (SHWT) and provide calculations using the Skaggs Method to show that the water table in the wetlands will not be lowered.
