Duke Energy has developed closure plans for the Retired Ash Basin
(RAB) and the Active Ash Basin (AAB) at the Allen Station for the
disposal of Coal Combustion Residuals (CCR). Duke Energy
proposes to permit and build three new lined landfills, including the
Minimized Ash Basin Landfill (Min ABLF), the North Starter Landfill
(NSLF), and the South Starter Landfill (SSLF). These three landfills
will be capable of containing the estimated 19.36 million tons (16.33
million cubic yards [(cy]) of CCR from the adjacent ash basins. Duke
Energy submitted closure plans for the RAB and AAB at the Allen
Station on December 31, 2019, as required by CAMA-14 (AECOM
2020a).
The purpose of the project (proposed action) is to build three new
lined landfills (Min ABLF, NSLF, and SSLF) within the Allen Station
and to excavate CCR waste from the RAB and the AAB. The existing
unlined RAB and AAB historically received wet sluiced bottom ash
and had a total capacity of approximately 15.50 million cy of CCR
waste, including the approximately 0.83 million cy located in the
Distribution of Residual Solids (DORS) areas, that must be excavated
from the RAB and AAB. Construction of the new landfills will require
the placement of fill material, which will be excavated from four
stockpile/borrow sites located at the Allen Station and in the vicinity of
the landfill areas. The NSLF and SSLF will be single -celled landfills
between 22 and 29 25 acres in each landfill; the ABLF will contain
about five individual cells which are approximately 12 to 15 acres for
each cell. The landfills will require construction of supporting
infrastructure and facilities, including Leachate Collection and
Removal Systems (LCRS) for each of the three landfills and a single
receiving 3-acre leachate basin that will support all three landfills.
Construction of the preferred alternative (Alternative 1) considered a
6774-acre Min ABLF constructed fully within the northern section of
the AAB, a 2925-acre NSLF and a 22-acre SSLF located on Duke
Energy property at Allen Station. Additionally, the alternative would
include construction of LCRS and a 3-acre leachate basin.
Unavoidable impacts to WOTUS include 233 linear feet (If) of stream
impacts and 0.17 acres of wetland impacts associated with the
construction of the SSLF
