The request involved the need for a diffuse flow plan. The current application is for a road crossing only. No other construction/development is proposed. The previous site plan for this project expired when the project when into bankruptcy several years ago. Mr. Iannone (JVI Construction) is the new owner and is not certain what potential uses he would like to build on the property. We do know, however, that whatever is proposed for this property, it must include the extension and connection of Marco Drive to Schieffelin Road. This road connection is on the Town of Apex Transportation Plan and is an important access for the Town. Mr. Iannone would like to go ahead and finish the construction of this road. The road connection does include a box culvert creek crossing of the stream on the western property line. Also, as shown before on the approved and permitted plans, we are collecting the stormwater runoff from the public streets and the existing upstream properties and discharging this stormwater into the stream at the headwall location. Due to the volume of water, the very low elevations approaching the stream, and the Town requirements for minimum cover over a storm drain pipe, it is not possible to discharge this stormwater into a level spreader because the pipe discharge is only inches above the bottom of the stream bed. When plans for the rest of the property are submitted to the Town of Apex in the future, we will have to comply with all of their stormwater requirements including diffuse flow. This is how the site was designed before and we did gain approval from the Town of Apex and DWQ. Thank you for your continuing assistance with this project's review.
