A Preston Howard/ Director h OeParlt fie NORTH CAROLINA ENVIRONMENTAL MANAGEMENT COMMISSION DEPARTMENT OF ENVIRONMENT, HEALTH AND NATURAL RESO RALEIGH PUMP AND HAUL PERMIT CES In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as amended, and other applicable Laws, Rules, and Regulations PERMISSION IS HEREBY GRANTED TO Weddington Associates Union County FOR A 500 gpd pump and haul operation to serve Weddington Corners Shopping Center with no discharge of wastes to the surface waters, pursuant to the application received October 20, 1994 and in conformity with the project plans, specifications, and other supporting data subsequently filed and approved by the Department of Environment, Health and Natural Resources and considered a part of this permit. This permit shall be effective from the date of issuance until February 1, 1995, and shall be subject to the following specified conditions and limitations: 1. This permit shall become are voidable carri d unless out in the a subject manner pump and haul activities which has been approved by this Division. 2. This permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. 3. The facilities shall be properly maintained and operated at all times. 4. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Environmental Management accompanied by an application fee, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. No type of wastewater other than that from Weddington Corners Shopping Center shall be included in the pump and haul activities. The permit shall become voidable unless the agreement between Weddington Associates and Autry Concrete Products Company for the collection, transportation, and ultimate disposal of the wastewater is in full force and effect. 7. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall cease operation of all pump and haul activities and take such immediate corrective action, as may be required by this Division. 8. This pump and haul permit shall not be renewed. 9. The sewage and wastewater collected by this system shall be treated in the Providence Glen Associates WWTP system prior to being discharged into the receiving stream. 10. The Mooresville Regional Office, telephone number 704/663-1699, shall be notified at least forty-eight (48) hours in advance of operation of the pump and haul activities so that an in -place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. 11. The Permittee is liable for any damages caused by a spill or failure of the pump and haul operations. 12. Adequate inspection, maintenance, and cleaning shall be provided by the Permittee to insure proper operation of the subject facilities. 13. The Permittee or his designee shall inspect the wastewater collection facilities to prevent malfunctions and deterioration, operator errors and discharges which may cause or lead to the release of wastes to the environment, a threat to human health, or a nuisance. The Permittee shall keep an inspection log or summary including at least the date and time of inspection, observations made, and any maintenance, repairs, or corrective actions taken by the Permittee. This log of inspections shall be maintained by the Permittee for as long as the pump and haul activities are being conducted and shall be made available upon request to the Division of Environmental Management or other permitting authority. 14. Any duly authorized officer, employee, or representative of the Division of Environmental Management may, upon presentation of credentials, enter and inspect any property, premises or place on or related to the wastewater collection facilities at any reasonable time for the purpose of determining compliance with this permit; may inspect or copy any records that must be kept under the terms and conditions of this permit; and may obtain samples. 15. An accurate record of the monthly pump and haul activities must be maintained by the Permittee, indicating: a. date wastewater .i.s removed from the facility, b. name of facility from which wastewater is removed, c. name of facility receiving wastewater, d. volume of wastewater removed, and e. status of permanent disposal option. These records shall be submitted to the Regional Office on or before the fifteenth the following month. 16. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to an enforcement action by the Division of Environmental Management in accordance with North Carolina General Statute 143-215.6. 17. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. 1B. Noncompliance Notification: The Permittee shall report by telephone to the Mooresville Regional Office, at telephone number 704/663-1699, as soon as possible, but in no case more than 24 hours or on the next working day following the occurrence or first knowledge of the occurrence of any of the following: a Any process unit failure, due to known or unknown reasons, that render the facility incapable of adequate wastewater treatment such as mechanical or electrical failures of pumps, aerators, compressors, etc. b. Any failure of a pumping station, sewer line, etc. resulting in a by-pass directly to receiving waters without treatment of all or any portion of the influent to such station or facility. Persons reporting such occurrences by telephone shall also file a written report in letter form within 15 days following first knowledge of the occurrence. This report must outline the actions taken or proposed to be taken to ensure that the problem does not recur. 22. Upon completion of construction and prior to operation of the subject pump and haul activities, a certification must be received from a professional engineer certifying that the permitted facilities have been installed in accordance with this permit, the approved plans and specifications. Mail the certification to the Permits and Engineering Unit, Post Office Box 29535, Raleigh, North Carolina 27626-0535. 23. The annual administering and compliance fee ust be after paid by the Permittee within thirty (30)days being billed by the Division. The valve shall be CRISPIN Model 520A/520 combination sewer valves as manufactured by Multiplex Manufacturing Company, Berwick. PA., or approved equal. The valve in the combination shall be joined together by a "Y" or 'yoke" section. 1) The valve shall have a 1/4" orifice with an adjustable Hy -Car rubber valve and a sealing face of PVC and shall operate at 120 psi and be capable of passing 100 scfm of air. The valve shall be a special short body pressure sewer valve with an overall height not to exceed 12 1/4". They shall also be 2" NPT screwed connection and shall be cast iron body, top and flange, where required, bronze and brass trim and stainless steel float. The valve shall be supplied with back flushing attachments so that the interior body can be flushed periodically for proper operation. 2) Air and Vacuum Sewer Valves The valve shall be a special short. body sewer valve with an overall height not to exceed 12 1/4. The valve shall operate by sealing the Hy -Car rubber seat with a stainless steel valve disc as the float rises when water enters the valve body. The valve shall automatically open when the system drains, or is under negative pressure, so that, air may enter the line. The valve shall be supplied with back flushing attachments so that the interior body can be flushed periodically for proper operation. FART 3 - EXECUTION 3.01 Excavation A) Trench walls shall be as nearly vertical as practical and in compliance with all local, state and federal regulations applicable to trench excavations. Excavated materials shall be placed along and at a distance from, the trench walls to avoid overloading and to prevent slides and cave-ins. Shoringand bracing shall be installed as required to protect work and workmen during performance of the work. C ) Dewatering devices shall be furnished. installed and operated to keep and maintain dry trench excavations until all work therein is completed. Excavate trenches to a depth required to bed utilities at the grade and elevation indicated. Required depth shall include over excavating grade and elevation for trench bottom when unstable material or rock is encountered at indicated grade and elevation. 13 Over excavate unstable material as required to two feet maximum depth and backfill with coarse sand, fine gravel or suitable material from other excavations. Compact backfill to grade and elevation required to bed utilities. 2) Over excavate rock six inches and backfill with coarse sand, fine gravel or suitable material from other excavations. Compact backfill to grade and elevation required to bed utilities. D) 3.02 3edding Special requirements relating to specific utilities are as follows: 1) All pipe lines - the width of trench to one foot to top of pipe shall be equal to pipe outside diameter plus eight inches clear each side of pipe to the trench wall. Thewidth of trench above this level shall be as wide as necessary for workmen to bed pipe and make joints and for sheeting. shoring and bracing trench walls when required. Pressure lines unless otherwise indicated, trenches shall be graded to avoid high points in the pressure lines.Trenches shall be a depth to provide a minimum cover of three feet in unpaved areas and four feet minimum cover in paved areas, except where noted otherwise on the drawings. Rock shall be defined as material which must be broken up by jack hammers or blasting to be removed. Material broken up by rippers or normal job equipment to be included as unclassified excavation. Contractor shall notify Engineer for measurement before removal. A) A continuous trough excavated to receive the bottom quadrant of the piped is required. C ) Fell holes at joints shall be vatd owing only the pipe barrel to receive bearing pressure from the trench bottom. Bridging the pipe to obtain alignment and grade is not allowed except for temporary supports for piping indicated for concrete cradles or encasement. D) Temporary support for pipe bedded on concrete cradles or encasement shall support the pipe at not more than two locations, one at the bottom of the barrel adjacent to the shoulder of the socket and one near the spigot end. Temporary supports shall be timber wedges or brick, earth mounds not 3.03 Backfill Excavations shall be free of construction forms, debris, sheeting and shoring prior to placing first lift of backfill material. Backfill shall be compacted in lifts and brought to finish grade elevation. A) Backfill in the lower portion of trenches shall be B ) placed in eiht. inch layers (loose measure) and tamped around pipe or conduit to a depth of twelve inches above the crown of the pipe or conduit. Backfiii material shall be 2% optimum moisture content when placed. 3.04 Testing A) Ail sanitary sewers, including manholes and: pipe lines, upon completion. or at such time as directed, shall be cleaned, inspected and field infiltration tested. joints including joint connecting to manholes, shall sustain a maximum limit of 100 gal/in. of diameter/day/mile of line when field tested by actual infiltration or exfiltration conditions as directed by the inspector. An air test on all lines and 5% mandrel test on PVC lines shall be performed to the satisfaction, of the Union County Department of Public Works. Any line not meeting these test requirements shall be corrected by the contractor at his expense. The lines shall have a true grade and line and shall be entirely clean and ready for use prior to initiatine testing. After the pipe is laid. the joints completed and the trench partially or completely backfilled. the newly laid piping or any valved section of piping shall, unless otherwise specified, be: subjected for two hours to a leakage test during which the main shall be subjected to a constant test pressure of 150 pounds per square inch. The allowable leakage shall be no reater than that determined in accordance with. 'Section 13, Hydrostatic Tests", Subsection 13.7 of AWWA C600-64. AWWA Standard for Installation of Cast Iran Water Mains. Al) leaks. broken or cracked pipe. valves. hydrants, etc. shall be repaired at the contractor's expenses and the test resumed until the test results are satisfactory to the engineer. 3,05 Sterilization of Water Mains The amount of chlorine applied shall be such as to provide a dosage of not less than 50 parts per million. The chlorinating materials shall be introduced to the water lines and distribution systems in a. manner approved by the eneineer. If possible to do 50, the lines shall be thoroughly flushed before introduction of the chlorinating material. A contact period, of twenty-four hours 5 shall be allowed. at the end of which time the residual chlorine content shall not be less than 1 parts per million. After the twenty-four hour sterilization test is completed and approved, the mains shall be flushed until the residual chlorine content is not greater than 1.0 part per million. All valves in the line shall be opened and closed several times during the dentact Period. The entire sterilization of these mains shall be in accordance with the regulations and requirements of the Union County Public Works Department and shall meet with the approval of that office. General ecifications Contractor to furnish and install a complete pumpingsystem as manufactured by HYDR-0-MATIC Pumps, Ashland. Ohio or equal. System shall include two explosion proof sewage grinder pumps, three 3900 mercury switch level controls, discharge pumping with hydraulically sealed discharge 'flange, pump mounting plates with bottom rail supports, lifting chain, pedestal mount and NEMA IIIR weatherproof control bcx shall be supplied for mounting at the sump site. Structure and dimensions to be shown on drawing plans. E. Operating Conditions Each pump shall have a capacity of 160 GPM against a total head of 53 feet. Fump motor shall be 5.0 hp. 3 phase. 230 volts, 1750 rpm. 60 cycle. C. Sump Level Controls Sealed float type mercury switches shall be supplied to control sump level and alarm signal. The mercury tube switches shall be sealed in a polyurethane float for corrosion and shock resistance. The support wire shall have a heavy Neoprene jacket. A weight shall be attached to cord above the float to hold switch in place in sump. Weight shall be above the float to effectively prevent sharp bends in the cord when the float operates. The float switch shall hang in the sump supported only by the. cord. Three float switches shall be used to control level. One for pump turn -on, one for pump turn-off and one for both pumps turn on. A fourth switch shall be provided with alarm. D. Grinder/Cutter Mechanism A 2 stage grinder mechanism shall be employed to macerate the solids. A secondary cutter assembly cutting in a plane perpendicular to the first assembly shall reduce solids to a maximum dimension of 3/5' along any axis. E. Alarm F. Operation of System On sump level rise lower mercury switch shall first be energized, then upper level switch shall next energize and start pump. With lead pump operating, sump level shall lower to switch turn-off setting and pump shall stop. Alternating relay shall index on stopping of pump so that lag pump will start on next operation. If sump level continues to rise 2 when lead pump is operating, override switch shall energize and start lag pump. Both lead and lag pumps shall operate together until low level switch turns off both pumps. If level continues to rise when both pumps are operating, alarm switch shall energize and signal the alarm. If one pump shall fail for any reason, the second pump shall operate on the override control and if level rises above the override control, alarm shall signal. All level switches shall be adjustable for level setting from the surface. G) Electrical Control Panel Control panel shall be remotely mounted in a control building. A lock clasp shall be provided on door. A circuit breaker shall be provided for each pump and a magnetic starter with 3 leg overload protection for three phase operation, shall be supplied for each pump. An alternating relay shall be provided to alternate pumps on each successive. cycle of operation. Starters shall have auxiliary contact to operate both pumps on override condition. The control circuit shall be intrinsically safe with a separate fused disconnect switch. H-0-A switches and run lights shall be supplied for each pump and control wires. Additional terminals shall be provided to connect alarm. A 120 volt convenience receptacle suitable for outside use, shall be mounted on the panel to allow use without opening the panel. An alarm light and audible alarm are to be supplied in separate NEMA 1I1R enclosure for mounting at the control box cr remote from box as directed by Owner. A plug in receptacle shall be provided on the panel with a manual transfer switch to allow a portable generator unit to power the station during periods of power outage. The contractor shall be responsible for coordinating with union county department of public works, the generator supplier, and the pump station supplier to insure that the plugs, switches, and receptacles are compatible for functional use by the operator. H. Automatic Alarm Tel Dialer: Provide one automatic telephone dialer with continuously charged battery backup. Dialer shall be ADASIX #1144-101 standard 4 channel model or approved equal. 1. Check Valve & Piping The discharge piping shall include a HYDR-O-Natic ball check valve with hydraulically seaied discharge flange and a. gate valve for each pump or approved equal. Discharge from the station shall be fitted with two. NFT couplings. Gate valves internal to the station shall have corrosion proof devices to allow operation from the top of the station. Ail piping external to the station beyond the gate valves shall be furnished and installed by the Contractor. J. Portable Hoist Provide one (1) portable hoist complete with floor socket, to facilitate raising and lowering pumping equipment. The. hoist shall havea maximum safe load capacity of 1000 pounds and a self-locking winch to hold pump in position. Submittal Drawings sealed by an engineer registered in North Carolina shall be provided tb the ENGINEER certifying the hoist. as suitable for the intended application (including mounting details). The winch shall be so designed so that a portable power operator can be used to operate the winch. the power operator shall be provided and designed toplug into the 120 volt convenience receptacle on the control panel. PART 3.00 EXECUTION 3.01 Installation The assembly and erection or the equipment shall be in accordance with the manufacturers templates, approved shop drawings, and applicable sections of these specifications. The Contractor shall furnish the services of a competent representative of the manufacturer who shall inspect the installation for proper assembly and erection. shall start and operate the equipment and shall conduct the operating tests to show that the equipment has been properly installed. and will function as herein specified. All tests shall be in the presence of the ENGINEER. Instruction in proper operation and maintenance shall be provided to the Owner by the Manufacturer's Representative. 3.02 Tests A. Motor Shop Tests and Data Each motor larger than one (1) horsepower shall be given a routine test at the manufacturer's factory. The test shall consist of full load current, locked rotor current, winding resistance, high potential and bearing inspection. B. Pump Performance Tests - Shops A shop test shall be performed at the Manufacturer's plant on all centrifugal pumps. The tests shall be standard running tests including hydrostatic tests of the casings which in general shall conform to Section 06000 of AWWA Standard E 101-71, except as modified herein. Static test pressure shall be 1-1/2 times the design pressure. The results of the tests shall be shown in a plot of test curves for the complete pump assembly, showing capacity, TDH, NFSH, BHP. pump efficiency and wire to water efficiencies. The test shall be conducted for at least six evenly spaced points on the curve including shut-off, design and minimum head conditions. C. Pump Performance Tests - Field All pumping units including motors, drives and controls shall be given a routine field running test by the Contractor in the presence of the ENGINEER. A representative of the pump Manufacturers and control equipment manufacturers shall be present during these test to supervise the final adjustments of each item of the control systems. The tests shall demonstrate that the pumping units can operate on theapproved shop test curves. Tests shall be run at least four points including shut-off design and minimum head at the maximum pump speed - Field tests shall include demonstration of the proper functioning of all sequence control equipment including all protective devices and interlocks. Pumping units will not be accepted unless they meet the specified requirements during field testing. It shall be the Contractor's responsibilityto provide and pay for all water, piping, machinery and equipment necessary to perform the field tests specified. Modification of the station piping to allow recirculation of the test water shall be permitted but the Contractor shall dismantle the test piping and reinstall the piping as shown on the Drawings at no additional cost to the Owner. The engine and generator shall be the product of one company; and that company and its authorized distributor, shall have the sole responsibility for the aerformance of the engine- generator set and its accessories. It shall be a new, factory assembled and tested set as manufactured by Onan Corporation /Cummins Engine Company, Inc. or approved equal. Rating of the engine -generator set shall be based on operation of the set when equipped with ail necessary operating accessories such as air cleaners. lubricating oil pump, fuel transfer pump, fuel injection pump, jacket water pump, governor, alternating carrent generator, and exciter regulator. The engine -generator set shall be capable of producing standby rating at 0.6 power factor for applications at the ambient and altitude conditions at the site. The unit shall have a 25 ft. cable and plug. of 35 kW , ENGINE SPECIFICATIONS: e shall be a diesel engine designed specifically f ?r generator It shall be a four cycle engine. Horsepower rating shall be as required. Engine manufacturer's published curves shall be submitted. Set shall be capable of continuous operation for a minimum of 30 days without damage, and shall c.ompl y with DEMA standard practices. The engine shall be able of satisfactory performance on a readily available commercial grade. The fuel system shall be that which is normally used by the engine manufacturer. it shall include a fuel transfer pump to lift the fuel from the day tank and a replaceable element fuel f i l ter conveniently located for servicing. The engine shall be equipped with 12 or 24 volt electric system with sufficient capacity to provide cranking of the engine at a speed which will allow starting of the engine. Lead acid batteries shall be furnished having sufficient capacity for 1 cranking the engine for at. least 30 seconds at firing speed at zero degrees F. and with capacity for staring the diesel engine a minimum of four times. A suitable battery rack and cable shall be provided. The engine shall be equipped with automatic safety controls which will shut down the engine, in the event of low lubricating oil pressure, high jacket water temperature, and make electrical contacts for alarm lights on the control panel. ALTERNATOR SPECIFICATION The generator shall be 120/230 volts, 3 phase, 4 wire. The generator shall be a revolving field type, coupled directly to the engine flywheel through a flexible driving disc for positive alignment. The generator housing shall bolt directly to the engine flywheel housing. The generator housing shall have a single ball bearing support for the rotor. The rotor shall be dynamioally balanced. up to 25% overspeed. The generator shail be of heavy duty compact design. Insulation shall be Class F as recognized by NEMA. The field shall be equipped with full amortisseur windings for paralleling. Generator field excitation shall be performed by a rotating exciter mounted on the generator rotor shaft through a brushless rotating diode system. The voltage regulator shall be of the static -magnetic amplifier type with silicon diode control. It shall be mounted on the top or side of the generator and enclosed in a NEMA 3-R enclosure. A built-in voltage adjusting rheostat shall provide 10% voltage adjustment. GENERATOR CONTROL PANEL - Unit Mounted for Single Unit Operation: The generator control panel shall be mounted on the generator terminal box by means of vibration isolators and contain a volt -meter, ammeter, frequency meter and combination ammeter -volt -meter phase selector switch. A. 3 pole line circuit breaker of a size, as indicated on the power riser dia4ram shall be mounted in alternator outlet box. Field circuit breaker will not be considered as line C.B. OPERATION -MAINTENANCE -WARRANTY TESTING Before the equipment is installed, a factory certified test log, of the generator set showing a minimum of 4 hour testing with 2 hours of 100% rated load, continuously, shall be submitted to the purchaser. Normal preliminary engine and generator tests shall have been performed before each unit assembly. Prior to acceptance of the installation, the equipment shall be subjected to full load bank test shall be performed at the job site, for the convenience of specifying engineer or customer should either wish to witness test and shall consist of 2 hours at full load, connected with load bank. Record of test shall be submitted. MAINTENANCE The bidder shall furnish at least 3 copies of operating and maintenance instructions covering the engine -generator andsuch auxiliary equipment as may require published operating instructions or periodic maintenance, WARRANTY The units offered under these specifications shall be covered by the manufacture's standard warranty or guarantee on new machines and shall be minimum of two years or 3600 hours operation, which ever occurs first.
