The letter states that the site has been given a low priority ranking and the groundwater treatment system has been shut down, removing the need for continued permit coverage. In accordance with this request, NPDES General Permit NCG510242 is rescinded, effective immediately. Please be advised that this permit rescission is based wholly upon your statement that the activities which would require general permit coverage at the site have ceased or been eliminated. Division staff has not visited the site to obtain independent verification. Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters of the State without a valid NPDES permit will subject the responsible party to a civil penalty of up to $25,000 per day. Enforcement action will be certain for persons that have voluntarily relinquished permit coverage when, in fact, continuing permit coverage was necessary. lf, in retrospect, you feel the site still requires permit coverage, you should notify this office immediately. Furthermore, if in the future you wish to again discharge to the State's surface waters, you must first apply for and receive a new NPDES permit. A Compliance Evaluation Inspection :Report was issued on June 10 2002. PERMIT: The general permit for the facility expires on September 30, 2006. The site is engaged in the remediation of groundwater contaminated with gasoline. The groundwater remediation system (GWRS) consists of an oil/water separator, air stripper rack, bag filter, and two carbon adsorption units in series. The permit authorizes the discharge of treated groundwater to Briar Creek, a class C stream, in the Catawba River Basin. The permitee should contact the Division of Water Quality and request the rescission of the permit. RECORDS/REPORTS: Discharge Monitoring Reports (DMRs) are not required to be submitted. The facility did not discharge during the review period; therefore, no laboratory analysis has been performed. FACILITY SITE REVIEW: All of the major components of the facility were not in service and were not operating at the time of the inspection_ The system has not operated since October 25, 2001 due to the decrease in groundwater level in the recovery wells. FLOW MEASUREMENT: Flow measurement at the facility is accomplished using a Master Meter mechanical flow gauge. The tlow measurement device is acceptable under the current permit. LABORATORY: Because the GWRS has not been operational for the duration of the current inspection period, the facility did not have an effluent discharge during this time frame. Therefore, no effluent laboratory analysis has been perforrned. EFFLUENT/RECEIVING WATERS; The facility was not discharging at the time of the inspection. SELF -MONITORING PROGRAM: The review period is from March 2002 through February 2003. The facility did not discharge during the review period. Submittal of Discharge Monitoring Reports (DMR) is not required for the GR WS at the facility. OPERATIONS & MAINTENANCE: The facility is adequately secured. NC94027 JUNE 10, 1994 1.0 INTRODUCTION Page 1 In August, 1993, BP Oil Company (BP) initiated a Comprehensive Site Assessment at the site (please refer to Figure 1 for the Site Location Map). The Assessment was completed in October, 1993 with a subsequent Assessment Addendum completed in March 1994. This report details a Corrective Action. Plan prepared in accordance of North Carolina Department of Environment Health and Natural Resources (NCDEHNR) guidelines to target remediation of the groundwater to the 15A NCAC 2L standards, or as close thereto as is economically and technologically feasible. Table 1 presents the most recent hydrocarbon concentrations identified in the groundwater. Various technologies were considered for the removal of the dissolved hydrocarbons in the groundwater underlying the site, Table 2 lists the advantages and disadvantages along with cost effectiveness for various aquifer restoration systems. After evaluation of these technologies, it is recommended that a pump and treat groundwater recovery and treatment system be utilized for remediation of this site. The system will consist of a recovery well, water table depression pump, oil water separator, air stripper and granular activated carbon columns for recovery and treatment of the hydrocarbon -impacted groundwater beneath the site. NC94027 JUNE 10, 1994 20 SITE DESCRIPTION 2.1 Site Location Page 2 BP Site No. 24768 is located at the intersection of Harris Boulevard and Plaza Road approximately five miles east of downtown. Charlotte, Mecklenburg County, North Carolina. The population of the area is estimated to be 511,000, in an area of mixed commercial development and some residential areas. Currently, the site is open and operating as a retail service station with a car wash. The building is situated between residential units to the north, vacant lots to the south and to the west and BP Procare across Hams Boulevard to the east. The subject BP site currently has three 10,000 gallon fiberglass underground storage tanks (USTs) which store three grades of unleaded gasoline, 2.2 Regional Geology and mHydrogeoIogx The subject site is located in the Piedmont Physiographic Province of North Carolina. Specifically, the site is located within the Charlotte Belt and is reportedly underlain by diorite -granite complex. The effects of lithology and rock structure on topography are mostly subtle. The rocks of the Piedmont are, for the most part, metamorphosed and deeply weathered. Outcrops are most common in stream bottoms and on the steeper slopes with deep weathering in the uplands. 1�ATRIX-- li.nvrrnnrnenitl. NC94027 JUNE 10, 1994 2.3 Site Geology and Hydrogeology Page 3 The water table aquifer beneath the facility was encountered approximately 18 feet below grade level (BGL) with a reported flow direction to the west, towards Brier Creek. Groundwater elevations in the monitor wells were calculated, and were used by Land Tech Remedial to estimate the direction of groundwater flow and the gradient of the water table surface in the uppermost aquifer identified in the Comprehensive Site Assessment (CSA). The hydraulic gradient was reportedly estimated at 0.0083 Wft (feet per foot), See Land Tech Remedial CSA dated 10/93 and CSA addendum dated 3/94 3.0 CORRECTIVE ACTION PLAN OBJECTIVES 3.1 Corrective Action Plan Objectives The objectives of the Corrective Action Plan are to prevent migration of the hydrocarbon plume toward private potable wells in the immediate area of the site and to target the remediation of groundwater to the NCAC 2L standards. A groundwater table depression pump will be installed in recovery well OW-4 Pumping from this well will create a capture zone in the area of the highest MTBE concentrations in groundwater and help prevent further migration of the hydrocarbon plume. Based upon the plume size, configuration, and estimated aquifer characteristics; one recovery well is proposed at this time. During the first quarter of operation, the system effectiveness will be evaluated, additional recovery wells will be proposed if deemed necessary. Soil remediation activities are not proposed for this site since no hydrocarbon concentrations measured in soils are above agency action levels (Land Tech Remedial, Inc., 1994). NC94027 JUNE 10, 1994 4. 0 DESIGN OF CORRECTIVE ACTIONS SYSTEM' 4.1 Recovery Well Details Page 4 There is one recovery well located at the subject site (OW-4). This is a six inch diameter well installed to a total depth of 30 feet, The well is screened from 30 feet below grade level (BGL) to 10 feet BGL. Static water level was reportedly measured to be 19 76 feet BGL on February 7, 1994 in this well. 4.2 Pump Selection Based upon estimated aquifer characteristics, a Grundfos model 5E12 1/2 HP groundwater recovery pump was selected for this site. The recovery system will consist of the water table depression pump and automatic level controls. The control panel for the system will be located in a recovery compound shed Water will be pumped to an oil/water separator, gravity drained to a low profile aerator, pumped through granular activated carbon (GAC) and finally discharged to the storm sewer under an NPDES permit, Free phase product has not been encountered at this site, however, an oil/water separator has been specified to meet the NPDES permitting requirements. The water table depression (WTD) pump was selected based on the estimated flow rate combined with the total head that the pump must produce to overcome the forces of gravity and friction, Component headloss was calculated using Bernoulli's Equation (R, Perry, 1973) and equations for estimating friction losses. Results of these analyses (Appendix D) indicate that the WTD pump must produce approximately 60 feet of head at a 5 GPM flow rate The Grundfos 5E12 pump is capable of 5 GPM at 200 feet of head. Recovery well, pumps and recovery well vault details are provided in Figure 5. 4.3 Oil/Water Separator In order to comply with NPDES permitting requirements, an oil/water separator has been specified for this facility. An AFL Industries Model VTC-5 vertical tube coalescing separator was chosen. This unit is designed for a 5 GPM nominal flow rate. This unit utilizes a 55 gallon container for recovered product storage. Both the oiilwater separator and the storage container will be equipped with high level interlocks to deactivate the system upon high liquid level conditions. NC94027 JUNE 10, 1994 4.4 Low Profile Air Stripper Design Page 5 Results from groundwater chemical data (Table i) were used to predict the constituent levels expected in the water pumped through the aerator. A low profile air stripper will contain a total of 15 aeration chambers based on a 15 cfm per chamber air flow. An air -to -water ratio of 337 was chosen for this application to meet the required effluent limits. Projected air stripper effluent quality was calculated based upon the design influent concentrations noted above. Refer to Appendix C for design calculations. Based on these results, a six feet by three feet low profile air stripper with three stages was selected for this application. An air stripper detail sheet is provided as Figure 8. 4.5 Air Stripper Blower Sizing A Rotron EN 707 5 HP regenerative blower was chosen for this system. The EN 707 is capable of 240 cubic feet per minute (cfm) at 30 inches of water column (w.c.) pressure and 160 cfm at 80 inches w.c. pressure. This would allow for a maximum air -to -water ratio of 359 and a minimum ratio of 239 for a 5 GPM flow. The manufacturers' performance curve is contained in Appendix D. The stripper will also be equipped with a magnahelic pressure gauge to monitor for fouling. The equipment will be contained in a portable building. The building will be equipped with an explosion proof thermostat controlled heater and louvered vents for climate control. All interior electrical devices will be specified for Class I,Division I environment. 4.7 Fouling/Dissolved Solids Aeration of the water during air stripping will cause dissolved solids present in the groundwater to precipitate, resulting in chamber fouling. Unless fouling proves to be excessive, it will be dealt with by cleaning the unit periodically. The blower has been sized to accommodate a possible increase in static pressure resulting from chamber fouling. When the internal chamber pressure reaches five to six inches of water column pressure, the unit will be cleaned. 4. Liquid Phase Carbon Treatment Effluent results from the low profile aerator design as noted in. Section 4.3 were used to predict the expected concentrations in the water pumped through the (GAC) columns. NC94027 JUNE 10, 1994 Page 7 For this site, a series of three Aquatec Model MX200-L 200 pound carbon vessels will be utilized. Assuming hydrocarbon effluent levels from the stripper remain constant, the carbon vessels will last approximately 88 days before changeout will be necessary. Carbon specifications are attached in Appendix D. Effluent from the stripper will be pumped through an in line bag filter prior to the carbon treatment units, to minimize carbon fouling. Pressure gauge fittings and sampling ports will be located at the influent, between each vessel and at the effluent in order to monitor for fouling and break through. A differential pressure safety interlock switch will be installed to ensure that pressure in the GAC vessels does not become too high. This switch will deactivate the treatment system when the GAC unit pressure reaches 10 PSI. A centrifugal transfer pump with level controls capable of 5 GPM at 10 psi will be utilized between the low profile air stripper and the GAC columns, 4.9 Treated Water Discharge Treated water discharge from the air stripper will pumped through GAC columns units before it is discharged to the adjacent drainage swale in accordance with the NPDES class permit, 4.10 Piping Layout The recovered groundwater will be pumped through a 1-1/4 inch diameter gasoline/oil rated reinforced hose. The hose as well as two 3/4 inch diameter electrical conduits will be placed inside a six inch diameter schedule 40 PVC chase (refer to Figure 6A). The water will be pumped into a wall mounted oil/water separator. From the oil/water separator, the water will gravity feed to a low profile air stripper. The water discharge from the stripper will be pumped through a series of three granular activated carbon columns, then flow through a four -inch diameter, schedule 40 PVC line to the adjacent swale (refer to Figure 6B). Flow control valves will be installed on each line. A flow meter will be installed on the down stream side of the liquid carbon columns. Influent and effluent sampling ports will be installed to monitor system efficiency. 4.11 Air Discharge Based upon projected vapor concentrations (see Appendix B for air emission estimate) during system operation, vapor phase treatment is proposed. Vapor phase activated carbon vessels will be utilized for this site and discharge will be permitted through the Mecklenburg county air quality section. Pressure gauge fittings and sampling ports will be attached on the influent and effluent of each vessel in order to monitor for fouling and break through. 5.0 CAS OPERATION AND MAINTENANCE The Corrective Action System (CAS) installation will begin as soon as practicable after approval of the Corrective Action Plan, NPDES permit and air permit approval. The system startup will include an eight hour operational test to check for piping leaks, verify flow rates and collect air and water quality samples for analysis. Air and water quality samples will be analyzed using EPA Method 602 to calculate air emissions and verify the performance of the treatment system.
