Sorry it s taken so long to get back to everyone on this project concerning the conversation
we had at the 4B meeting about 3 1 side slopes with guardrails vs 4 1 without guardrails at
wetland WM You can refer to the attachment (Chris M s e mail) -For EPA s response on the
matter If DOT wishes to proceed with the 4 1 slopes in this area I ask that DOT write up a
new 4a concurrence form (addendum to original) removing the commitment for 3 1 side slopes
in this wetland area with a short descriptive justification of why DOT wishes to do this If
DOT will then send out a PDF copy to the team and whomever wants to sign, abstain or whatever
can do so I plan on signing if the written justification is reasonable based on safety
considerations As I stated at this meeting, DOT is going to have to do a better job
coordinating earlier on in our Merger 01 process so we aren t continually being asked to
reverse decisions and commitments made at the 4a (avoidance and minimization) stage If
anyone wants to discuss this with me further please contact me and we 11 talk Thanks!

After further review of project R 3826 I have decided to keep the one area in question (Sta 63+00 to 65+50 Lt ) as 3 1
slopes with guardrail We will leave the original CP4A concurrence form as it was signed
I wanted to let the team know that I received the project from another design engineer who at CP4A thought it was
appropriate to make a commitment of 3 1 slopes in all wetland areas This should still be an appropriate item to include
in the CP4A commitments on some projects but then again it may not
In the future I plan to better determine what is the appropriate slope guardrail placement and/or clearing limits at each
wetland location once the final grade is set and hydraulic recommendations have been made Additional minimization
discussions can then take place at CP4B as they relate to those items (slope guardrail and clearing limits)
