Project Ranger - Biltmore Farms Bridge and Access Road

Dear Mr. Moore,
At the request of Biltmore Farms, Inc. ClearWater Environmental Consultants, Inc. (CEC) conducted a site
inspection on March 29, 2021 at the Project Ranger site located in Buncombe County (Attachment A). The
purpose of this visit was to evaluate erosion and off -site sedimentation concerns. Representative
photographs of the site are included in this report (Attachment B).
During a recent rain event occurring the night of Thursday March 26, 2021 the site received approximately
3 inches of rain within a 12-hour span. This rain event led to off -site sedimentation entering three unnamed
tributaries to the French Broad River.
CEC documented sediment deposition ranging from 1-7 inches in the following locations:
• Stream S 1 immediately south of the causeway construction (Photos 1 & 2). Sediment was observed
2-7 inches deep in the stream and in the adject wetlands.
• Stream S2 immediately north of the causeway construction (Photos 3-6). Minor sediment was
observed in pockets 1-3 inches deep in the stream and in the adject wetlands.
• Stream S3 between Biltmore Farms and Pratt and Whitney construction (Photos 7-12). Sediment
was observed 2-6 inches deep in the stream bed, in the old inline pond and in adject wetlands. It
should be noted that off project (non-Biltmore Farms) releases were observed contributing
sediment to S3. While onsite CEC observed a crew associated with Pratt and Whitney construction
removing sediment from the lower end of S3 and the northern confluence to S3 shown on
Attachment A.
CEC highly recommends that the sediment within the streams be removed immediately. Wetland systems
are capable of handling some sediment accumulation, and CEC advises sediment removal from a wetland
only if the accumulation is such that the wetland system is essentially unable to recover through natural
processes. In this case, sediment within wetlands should be removed where depths of sediment are greater
than 1-2 inches. Sediment should be removed from the unnamed tributaries to the French Broad River and
adjacent wetlands by hand via the use of shovels and buckets. Sediment removed should be relocated to

upland locations at least 30 feet from jurisdictional water and stabilized by a silt fence perimeter and a layer
of straw seeded with annual rye grass.
