Dear Dr. Thorpe:
Reference the Department of the Army (DA) permit issued to the NCDOT on
January 24, 2012, which authorized the placement of fill material into 1,610 linear feet of
streams and 0.24 acre of wetlands. Additional temporary impacts to 53 linear feet of
streams was also authorized to facilitate the extension of SR 1001 (Connelly Springs
Road) on new location with the realignment of SR 1178 (Hibriten Drive) in Lenoir,
Caldwell County, North Carolina. This project was identified as TIPcU- 221:.1:8-,3
Reference is also made to an email from NCDOT, Division 11, dated October 16,
2012, requesting an increase in the permitted impacts at Site #3. Your request includes
an additional 40 linear feet of temporary stream channel impact to facilitate the open cut
installation of a relocated utility line. Originally this line was to be installed using bore-
and-jack with no aquatic impacts; therefore a change to the impact amount is requested.
Plans showing this additional impact were included with the email request.
I have determined that the proposed project modification described above is minor
and are not contrary to the public interest and therefore, the DA permit is hereby
modified. It is understood that all other conditions of the permit, including the permit
expiration date, remain applicable.
