The EA/FONSI should clear the State Clearinghouse on April 30, 2007. Since this dam
(which is failing) represents about 700 of Greensboro's drinking water supply -- any
efforts that would expeditiously move the project forward are really needed. The
original intent was to repair the dam but it has been determined that it will require
a total new dam downstream while maintaining the original lake for drinking water
purposes. The Army Corp of Engineers has already lowered the water level to take
pressure off the dam.

downstream of the existing dam at Lake Townsend. Is DWQ amenable to the
issuance of a 401 with a place-holder for any flows or flow regimes negotiated
after issuance?
As a condition for concurrence with the FONSI, DWR received an agreement from
the city (see attached) to negotiate a new release strategy from the dam prior
to completion of the new dam. The current strategy was established in 1992 and
is 7 cfs at full pool and 2 cfs at any elevation below that. The city typically
maintains the impoundment below full pool. DWR and WRC agreed to allow them to
make the 2 cfs from their NPDES-permitted, filter backwash discharge at the WTP
just below the dam. The "natural," pre-Townsend 7g10 is around 11 cfs, about
2.5 cfs prior to the expanded WTP of 1992, and less than 2 cfs post-project.
There is a 303-d listed stretch of Reedy Fork downstream of the dam. The
existing flow numbers may or may not change, but DWR and WRC will seek a
three-tiered release from the dam.
