Mr. Schiller:
I have a few questions regarding the above mentioned Wastewater Treatment Plant which serves the Stones Throw and
Ridgewood Farms neighborhoods in Concord, NC. As a homeowner in Stones Throw I wish to ensure that my home
continues to receive Wastewater Services for decades to come. However, I do have concern about a number of
factors.
Our system is past its expected lifespan and it is a natural consequence that it would be less efficient. What is the
condition of the Plant? Is there any portion more likely to fail? Has the sludge wall which was noted in a Inspection in
2011 been repaired? Does the State of NC have any concerns regarding the Plants ability to meet EPA operating
perimeters and our Permit in the next five years? Has the State made a recommendation or suggestion regarding
replacement of the Facility? What will happen if the plant is not replaced and does not meet Permit requirements or
EPA regulations governing the system?
As part of the issuance of the Permit the HOA Board was required to obtain a Structural Integrity Inspection of the unit
and deliver it to DENQ by October 31, 2020. As of this date, March 22, 2021, has the document been delivered to you by
Mr. Huntley or a member of the Board of the Stones Throw HOA? If not what are the consequences of not doing so?
In overseeing the governance of the system, has the State received a timely response to telephone calls from Mr.
Huntley or any Stones Throw HOA Board member? Has the State received requested documents prior to
deadlines? And has there been any difficulty with the delivery of Official Mailings?
