Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Newton Grove Collection System
on March 26, 2021. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Collection System Permit No. WQCSD0248. A summary of the findings and
comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Collection System Non -sampling inspection was conducted by Division of Water Resources staff from the
Fayetteville Regional Office. The following deficiency(s) was noted during the inspection:
Inspection Area Description of Deficiency
Pump Stations Duplex pumps had one pump down for extended period of time.
Pump Stations There was a lack of signage at the pump stations, with either no identifiers at all, or
vague locations ("Hwy 55") and a contact number.

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law. To prevent further action, carefully review these deficiencies and address the causes of
non-compliance to prevent the recurrence of similar situations.
The Division of Water Resources requests that, in addition to the specified corrective action above, please
submit the following items on or before (30 Days From Receipt):
1. An explanation from the OIC for this system regarding how these violations occurred.
2. A list from the OIC concerning the steps that will be taken to prevent these violations from occurring in the future.

Inspection Summary:
The Newton Grove Collection System had thorough and well thought out documents for various parts of the system,
including mapping, spill response, and grease control. The Sewer Use Ordinance details the parameters for grease, oil and
sand interceptors/retainers and their maintenance. Section 11 of this ordinance, titled "Violations of Regulatory Provisions"
lists out what actions may be taken against violators of the ordinance. The spill response provides methods to stop and
control spills based on the size of the spill, as well as cleanup and assessments.
Pump stations are inspected weekly and documented on logs kept at each pump station. Maintenance is often recorded
through contractor invoices. On a yearly basis the lift stations are deep cleaned, and system lines are jetted. Addition lift
station cleaning is done on an as needed basis throughout the year.
The Newton Grove Collection System has five duplex pump stations as well as servicing simplex pump stations located on
residential lots. The five pump stations are equipped with auto -dialer telemetry. Two of the pump stations inspected were
operating on only one pump, with the other pump having been out of service for quite some time. These need to be serviced.
In addition, pump stations need to be updated with proper signage with identification, addresses and emergency numbers.

One pump has a backup generator on site, the remaining four rely on portable units in the event of a power
outage. The portable units are stored in the shop and are distributed using a tractor if needed.
