Here are some additional considerations for documenting Public Outreach and Education and Public Input and
Participation in Trinity:
II.B.2.b Target Pollutants - The permittee maintained a description of the target pollutants and/or stressors and likely
sources on their public website in 2019-2020. See descriptions of litter and trash, pet waste, pesticides, household
chemicals, and vehicle fluids (and their likely sources) on https://www.trinity-nc.gov/index.asp?SEC=BCFEC281-DAB3-4838-
AF30-7704878A2C91. Note that the information is also available in Spanish.
II.B.2.f Public Education Materials - The permittee distributed stormwater educational materials to appropriate target
groups, including direct mail newsletter to residents, archived and viewable at Spring 2017.Trinity Newsletter-1 -
3rd revision - Copy.pdf (trinity-nc.gov). Other education materials are include the videos in English and
Spanish on permittee's stormwater page at https://www.trinity-nc.gov/index.asp?SEC=BCFEC281-DAB3-4838-

11.6.2.g Hotline/Help Line. The permittee paid Stormwater SMART to promote a stormwater hotline/helpline for the
purpose of public education and outreach. On behalf of the permittee, Stormwater SMART contacted school and library
personnel 1-2 times per year to announce available programs, including the hotline (336) 904-0300 and Coordinator's
name, Danica Heflin, along with email address, dheflin@ptrc.org). Additionally, a "Request a Program" web form is
available at https://www.ptrc.org/services/regional-planning/stormwater-smart/your-school.org. The library
contact for City of Trinity is Carol Motta with the Archdale branch of Trinity library, which is the closest library
for Trinity residents. Carol typically responds to this outreach email once or twice per year to request
educational programming (3/17/21; 7/10/20; 12/18/19; 4/24/19). See email attached for an example of the
outreach email (with hotline phone number).
Likewise, teachers at Archdale -Trinity Middle School respond the outreach emails we send once or twice per year,
which include the hotline number. As an example, see emails with Cory Bentley, 81" Grade Science Teacher and STEM Club
Advisor attached. Corey used the hotline and the email contact several times in 2018, 2019, and at the beginning of 2020
before Covid-19 forced cancelations.
11.6.2.h Public Education and Outreach Program. Through a cooperative agreement with Stormwater SMART, the
permittee use a combination of approaches to reach target audiences and estimated and recorded the extent of exposure,
including:

II.C.2.a Volunteer Community Involvement Program. The permittee included and promoted volunteer opportunities
designed to promote ongoing citizen participation. For many years, the City of Trinity has promoted and hosted the Jacob
Carroll Cleanup four times per year, every March, June, September, and November. After each cleanup, the permittee
reports to the community how many bags were picked up. For example, the most recent cleanup on March 5, 2020 resulted

II.C.2.b Mechanism for Public Involvement. On behalf of the permittee, Stormwater SMART provided and promoted a
mechanism for public involvement that provides for input on stormwater issues and the stormwater program. See PDF
attachment for example of public input submission in 2020 and response on behalf of permittee.
II.C.2.c Hotline/Help Line. The permittee promoted and maintained a hotline/helpline for the purpose of public
involvement and participation. "More Cleanups: City of Trinity is looking for volunteers to do more
cleanups around the City. It can be a particular street like the Jacob Carroll Cleanup, a stream
cleanup, or a neighborhood cleanup. Please contact the City of Trinity at 336-431-2841 and
contact Marc Allred to look at starting another cleanup." https://www.trinity-
