Interagency Merger Process Team i am writing to summarize our recent discussions on the bridging decisions for the US 70 Havelock Bypass Project in Craven County I am also writing to present NCDOT s revised bridging recommendations for your comment or concurrence During a telephone conversation with me on December 1 2011 Mr Tom Steffens (U S Army Corps of Engineers)noted a discrepancy in the bridge lengths listed in the Draft Environmental Impact Statement (September 6 2011)as compared with the bridge lengths presented in the minutes from the Avoidance& Minimization(CP4B)Concurrence Meeting(June 20 2002) Mr Steffens also documented his comment on the bridge lengths in his December 2 2011 letter(attached) including this and other formal comments by the U S Army Corps of Engineers on the Draft Environmental Impact Statement I reviewed my files and compiled the following tabulation for bridging decisions which I e-mailed to Mr Steffens on December 1 2011 (attached) I have also Unit reviewed their files including the original Bridge Survey Reports and meeting minutes I have attached their annotated design sketches for reference They concluded that the bridge length for the Southwest Prong of Slocum Creek was incorrectly stated at the CP4B Meeting as 899 feet rather than 925 feet After review of the East Prong of Slocum Creek they noted that the approximate length of 1476 feet was for a skewed crossing and that the adjusted perpendicular length is 1618 feet Therefore NCDOT is now recommending the following for the three major crossings Tributary of Tucker Creek Double Box Culvert at 9 x 7 x 384 Southwest Prong of Slocum Creek 925 foot Bridge East Prong of Slocum Creek 1618 foot Bridge Please review NCDOT s revised recommendations for the three major was agreed that the proposed alignment appeared acceptable and a team meeting to discuss minimization would not be necessary if the bridge length issues could be resolved J Enclosed are the minutes from the field meeting held on April 20 2000 to determine the I appiopriate bridge lengths to span the wetlands The NC DOT concurs with the proposed bridge lengths- as discussed in the field on April 20° and as noted in the attached minutes Based on our agreement at the December 17 1999 meeting and the Departments concurrence to provide the requested bridge lengths the NCDOT and FHWA request written concurrence for avoidance and minimization in fulfillment of Concurrence Point Number 4 of the NEPA/404 merger process If you have any questions please contact Mr John Contort' Project
