The purpose of the project is to serve the county's economic development district (EDD) along I -40/85 east of the City of Mebane. The proposed sewer improvements include the installation of approximately 2,272 if of 8 -inch, 6,3501f of 12- inch, and 8,995 if of 18 -inch gravity sewer and 85 manholes, replacement of an existing pump station and approximately 12,930 If of new 10 -inch forcemain. Proposed water improvements include the installation of approximately 14,020 If of 16 -inch water main, and approximately 2,292 If of 12 -inch water main and associated appurtenances. Water will be provided by the existing City of Mebane water system (PWSID: 02 -01 -015). Wastewater from the service area ultimately will be treated at the City of Mebane WWTP (NC0021474). Adequate treatment, collection, and distribution capacity is available for the current phase of the project, and the necessary purchase agreements have been established. If future phases are constructed available capacities will be re- evaluated and improvements will be made as needed. The proposed project service area is located between the eastern limits of the City of Mebane and the Efland community along I- 40/85. The proposed project and service area is shown in the attached Maps 1 and 2. The service area is divided into sections A through F. Initially water and sewer service is to be provided to sections D1, D3, and A. Section B could be served by existing utilities. Water and sewer service will be expanded into the surrounding service area sections in the future as development dictates. The initial water and sewer improvements are sized to serve the ultimate demand from the entire potential service area. The project includes eight (8) stream crossings that would impact stream channel and /or protected riparian buffers. Of the total crossings, two (2) crossings are of perennial, unnamed tributaries to Sevenmile Creek (WS -II HQW NSW); four (4) crossings are of intermittent, unnamed tributaries to Sevenmile Creek; one (1) crossing is of a perennial, unnamed tributary to Haw Creek (WS -V NSW); and one (1) crossing is of an intermittent, unnamed tributary to Haw Creek. In addition, there will be impact to approximately 0.071 acres of wetlands. The project will not include the loss of existing wetlands. Other stream crossings are included in the project that will not require stream or riparian buffer disturbance. Please see the attached Map 2 for a location of all stream crossings and wetland impact. Map 3 shows the approximate layout of the proposed project on the latest version (1977) USDA Soil Map. The potential for impacts during construction will be minimized by erosion control measures and the use of bridgemats where stream crossings are needed for construction equipment. After construction is completed, a means of accessing the utility rights of way will be needed for long term maintenance activities. The proposed method of providing access is to construct rip rap fords at these locations after all other construction is complete. The proposed service area crosses the boundary of the Neuse and Cape Fear River basins. However, the project does not cause an inter -basin transfer since both the water supply and wastewater discharge locations are in the Cape Fear river basin.
