MINIMUM CRITERIA DETERMINATION CHECKLIST
The following questions provide direction in determining when the Department is
required to prepare environmental documents for state-funded construction and
maintenance activities. Answer questions for Parts A through C by checking either
“Yes” or “No”. Complete Part D of the checklist when Minimum Criteria Rule
categories #8, 12(i) or #15 are used.

Project Location: Bridge No. 155 on SR 1410 (Goodman Lake Rd.) over Irish Creek in
Burke County.
Project Description: The proposed project involves replacing Bridge No. 155 on SR
1410 (Goodman Lake Rd.) over Irish Creek in Burke County.
Bridge No. 155 will be replaced on the existing alignment. The existing bridge consists of
a steel plank floor on I-beams with a timber and concrete substructure. It currently carries
two nine-foot lanes with one-foot paved shoulders. The roadway consists of two nine-
foot lanes with four-foot grass shoulders. The bridge will be replaced with eight-foot by
seven-foot twin box culverts. The roadway will consist of two 11-foot lanes with four-
foot paved shoulders. The existing right-of-way width is 60 feet. No additional right-of-
way will be required, except for the use of temporary construction easements.
Due to available nearby alternative routes, traffic will be detoured off-site during the
construction period (see Vicinity Map). The potential detour includes Highway 181, SR
1439, and SR 1410, an approximately 5.4-miles detour. Local access to neighboring units
in the immediate vicinity of the bridge replacement can be maintained during
construction.
Current cost estimates are provided below.

Anticipated Permit or Consultation Requirements: A Nationwide Permit (NWP) 3 or
General Permit 31 will likely be applicable. A NWP No. 33 may also apply for temporary
construction activities such as stream dewatering, work bridges, or temporary causeways
that are often used during bridge construction or rehabilitation. The USACE holds the
final discretion as to what permit will be required to authorize project construction. If a

Section 404 permit is required, then a Section 401 Water Quality Certification (WQC)
from the NCDWR will be needed.

Cultural Resources: This project was reviewed and cleared by NCDOT’s cultural
resources staff under a programmatic agreement with the State Historic Preservation
Office. No surveys were required.
Bicycle and Pedestrian Accommodations: There is no presence of bicycle and
pedestrian facilities; therefore, no bicycle or pedestrian accommodations are proposed for
the project. However, Greenway Public Transportation provides transportation service
throughout Burke County, which requires further coordination with NCDOT prior to and
during the construction.
Bridge Demolition: The existing bridge is constructed of timber piles. The replacement
and demolition of this type of structure is not likely to result in debris in the water based
on standard demolition practices. NCDOT will ensure that the demolition process
complies with environmental permit requirements.
Design Exceptions: No design exceptions are required for this project.
Alternatives Considered:
No Build – The no-build alternative would result in eventually closing the road,
which is anticipated to cause considerable disruption to transportation users due to traffic
volumes served by this local road, SR 1410 (Goodman Lake Road).
Rehabilitation – The superstructure of the bridge is the prestressed concrete channel
with timber piles structure. The bridge was built in 1952. The steel joists within the
bridge are reaching the end of their useful life. Rehabilitation would require replacing the
joists which would constitute effectively replacing the bridge.

Off-site Detour - An off-site detour was evaluated due to available nearby routes.
The off-site detour route includes Highway 181, SR 1439, and SR 1410, an
approximately 5.4 miles detour.
On-site Detour - An on-site detour was not evaluated due to available nearby routes.
Staged Construction - Staged construction was not considered because of the
availability of an acceptable off-site detour.
New Alignment - Given that the existing alignment at the project location is
acceptable, a new alignment was not considered as an alternative.
Public Involvement: A landowner notification letter was sent to all property owners
affected directly by this project, and property owners were invited to comment. No
comments have been received to date.

Question 9: As of July 24, 2015 the United States Fish and Wildlife (USFWS) lists nine
federally protected species for Burke County. The Biological Conclusions were rendered

based on survey results in the study area. Habitat requirements for each species are based
on the current best available information from referenced literature and/or USFWS.

PROJECT COMMITMENTS

Hydraulics Unit
The Hydraulics Unit will coordinate with the NC Floodplain Mapping Program (FMP), to
determine the status the of the project with regard to the applicability of NCDOT’S
Memorandum of Agreement, or approval of a Conditional Letter of Map Revision
(CLOMR) and subsequent final Letter of Map Revision (LOMR).
Division 13
According to the Burke County Public Schools Director of Transportation, school buses
make only 5 trips per day through the entire corridor. Consequently, any roadway closure
or detours related to this project will have a low impact on the county school system.
Based on input from the Community Development Director, there is only one other route
(Henderson Mill Road #1439) for commuters to use, which will be greatly impacted
during the construction. It is recommended that the project team coordinate with NCDOT
Engineers prior to the construction to inspect SR 1439 for potential safety issues it may
face during the construction.
