It is not valid for Historic Architecture and Landscapes. You must consult separately with the Historic Architecture and Landscapes Group. PROJECT INFORMATION Project No: County: Caswell WBS No: 17BP.7.R.130 Document: State Minimum Criteria Checklist Federal Aid No: Funding: State Federal Federal Permit Required? Yes No Permit Type: USACE Project Description: Replace Bridge 117 on SR 1780 (S. Gatewood Rd.) over County Line Creek in Caswell County. The Area of Potential Effects (A.P.E.) consists of two parcels, one along the existing Bridge 117 over County Line Creek (western A.P.E. parcel), and one at the east end of SR 1780 approximately 342 meters (1,123 ft.) east of the bridge (eastern A.P.E. parcel). The purpose of the eastern parcel may be to provide a new connection between SR 1780 and US 158/NC 86. The western A.P.E. parcel is approximately 305 meters (1,000 ft.) long and 122 meters (400 ft.) wide. The eastern A.P.E. parcel is approximately 122 meters (400 ft.) by 99 meters (325 ft.). The project is State- funded and Federal permits will be required. Easements will be required. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The review included an examination of a topographic map, the Caswell County soil survey, an aerial photograph, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). Both A.P.E. parcels are oriented approximately east-west. The topographic map (Yanceyville) shows the western A.P.E. parcel is located in a wide creek valley. The landform on the west side of the creek is a sloped ridge toe. The landform on the east side is a level floodplain. The floodplain is depicted as wooded, indicating it had not been cleared for agriculture (probably because it is poorly-drained?). The eastern A.P.E. parcel is located along both sides of a small tributary stream that runs along the south side of SR 1780. The north side of the stream is occupied by SR 1780 and US 158/NC 87. The landform on the south side of the stream is a sloped ridge. The Caswell County soil survey shows that the soil in the eastern A.P.E. parcel is Spriggs- Mocksville complex (25-45% slopes), a well-drained soil found on ridges. The soils in the western A.P.E. parcel are Codorus loam (0-2% slopes), frequently-flooded, Spriggs-Mocksville complex (25-45% slopes), Rhodiss sandy loam (8-15%, 15-25%, and 25-45% slopes), and Fairview sandy clay loam (8-15% slopes) moderately eroded. the Codurus loam located on the floodplain along the east side of County Line Creek is a somewhat poorly-drained soil found on floodplains. Project Tracking No. 19-03-0010 “No ARCHAEOLOGY SURVEY REQUIRED” form for Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 2 of 6 The aerial photograph shows that both parcels are wooded. The A.P.E. is not within any projects that have been reviewed by the State Historic Preservation Office (HPO). The A.P.E. is not within any areas that have been surveyed for archaeological sites. There is one previously recorded archaeological site (31CS1) located within the eastern A.P.E. parcel. The site form has very little information other than a reference to an article published via the Virginia Archaeological Society (Holland 1948). A notation on the OSA topographic map says "Site location is incorrect." The fact that the site was the first one recorded in Caswell County suggests that it was an important, well-known, and visible site. The first sites recorded in any given county are usually Native American village sites on a large floodplain that is/was a plowed agricultural field. The recorded location of 31CS1 on the OSA topographic map is not a landform that we would expect the first site recorded in a county to be located upon. Holland, C.G. 1948 "A Preliminary Survey of Indian Sites and Material on the Dan River and Certain Tributaries near Danville, Virginia." Archaeological Society of Virginia, Quarterly Bulletin 2(3). Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The landforms in both A.P.E. parcels have a low to moderate potential for archaeological sites. It appears that the recorded location of the site in the eastern A.P.E. parcel (31CS1) is not correct.
