The plant was non -compliant for exceeding daily Ammonia limit of 6 on February 1, 2021 = 7.8 and February 16, 2021 = 7.9. The plant was non -compliant for exceeding monthly Ammonia average limit of 4,
February = 4.58. The plant was non -compliant for exceeding monthly Total Nitrogen limit of 4, February = 5.53. The plant experienced an upset brought on by I&I from excessive rain events between February
5, 2021 and February 19, 2021. The heavy rain scoured the previously dormant collection system pipes and added over 150,000 gallons of I&I lacking any food. This was compounded by the upset caused by
the draw -down of the unaerated / unmixed influent going toxic in the 5-day upset tank. Volume had been collected beginning with the sludge transfer from the abandonment of Corolla Light WWTP, followed by
influent diversion from Rotary Drum Screen Failure(s) on December 26, 2021 and January 9, 2021 and MBR failures on January 3, 2021. The Rotary Drum Screens and the MBR equipment was repaired in
January with no subsequent failures. Operations has attempted to draw -down the toxic 5-day upset volume with slow batch introduction into the Headworks, heavy dilution, heavy aeration and heavy mixing.
The empirical data indicates that when the toxic upset volume has been processed into effluent, high ammonia readings result. When draw -down is stopped and the "typical' influent is processed through the
Dlant, compliant ammonia readings result. CWS also acknowledges the frequency violation for the first two weeks of February as samples were only taken 1x per week. This was corrected on February 10,
2021.
