SUBJECT Pipe Replacement on SR 1571 (Pisgah Church Road) Iredell County
Dear Ms Hair
The North Carolina Department of Transportation requests authorization to replace a structurally
deficient pipe on SR 1571 (Pisgah Church Road) in Iredell County NCDOT proposes to replace
a 50-foot long, 60" CMP with a 70 foot long, 72" CMP The new pipe will be shifted
approximately 15 feet west due to sharp meander bend located immediately upstream and
downstream Approximately 35 feet of stream length will be lost due to the change in pipe
location with a minimal amount of stream reconstruction necessary to reconnect the new pipe
inlet and outlet to the stream Five feet of riprap will be used at the inlet and outlet for structure
stabilization Temporary cofferdams/bypass pumping will be used to divert the stream around the
construction site as needed Any areas affected by temporary cofferdam system will be restored
to pre project conditions
The total scope of the work will result in 45 feet of permanent impacts to an unnamed tributary to
Snow Creek which is classified as a WS IV watershed by the Division of Water Quality The
project area is not within '/2 mile of a critical watershed area nor is SR 1571 classified as a rural
or urban arterial Hazardous spill basins are not required Enclosed is the hazardous spill basin
checklist
No sites listed on the National Register of Historic Places are located in the vicinity of the
project nor did there appear to be any eligible structures
This office has conducted a GIS and field survey for threatened and endangered species in the
vicinity of the project which include the bog turtle (Clemmys muhlenbergn) and dwarf
flowered heartleaf (Hexastylis nanaflora) Natural Heritage Program records document
the nearest dwarf flowered heartleaf location—19 miles southwest of the proposed project
area There is no potential habitat within the proposed project area and no heartleaf
species were found No impact on this species is anticipated Natural Heritage Program
records document the nearest bog turtle location approximately 6 5 miles northwest of the

project area Bog turtles are typically found m bogs marshes and wet pastures T/SA
species are not subject to Section 7 consultation however, no habitat exists m the
proposed project area and no impact on this species is anticipated
