Hamby Creek Sewer 401 Sue: In response to your comments, dated 24 August, please find the attached updates to the PCN application for the North Hamby Creek Outfall project in Thomasville. John: Unless additional concerns have arisen for the Corps, I believe the only change to the NWP you issued for this would be the reference to 100 -feet of temporary impact. I would like to request that be changed to 120 -feet of temporary impact. The NWP number is 201201195, and it was dated July 25, 2012. Both: Gravel check dams have been removed from the downstream areas of each proposed temporary crossing. Temporary settling basins with gravel outlets have been proposed in their stead, each located off the bank of each receiving tributary. Sediment fencing has also been revised to parallel the stream, rather than cross it, with gravel outlets provided along each. Notes have been added to construction drawings to advise contractors of the requirement to work no closer than 10 -feet of the bank of North Hamby creek. The PCN has been revised to request an additional 20 -feet. This additional length is being requested to cover potential impacts to the right bank of North Hamby Creek resulting from the bore pit at Stream Crossing 9. The impact table (page five of the PCN), and the document "PCN Supporting Text" have been revised. Please let me know if any additional information is needed. I am assuming this approach is easiest for all involved. If you would like me to reprint the entire PCN application with revisions incorporated, please don't hesitate to ask. The engineer I'm waiting for information from returned from vacation today. While the comments were brought to their attention prior to leaving, the responses will probably not be ready by COB on Thursday. We may have the response back to you before we receive the letter, but I doubt we can get them to you before you send it. I hope this isn't too big a problem on your end. JRusace.arm> Date: Monday, August 13, 2012, 12:55 PM Hello Christopher, I have some questions /comments on this project that may be able to be resolved via email, so I'm starting that way. • It appears that at multiple stream crossing locations you have proposed a temporary check dam at the downstream easement limit. DWQ does not typically approve in- stream erosion control measures. Sediment should be controlled prior to reaching the stream and for instream construction activities, dewatering requirements should limit disturbances to downstream waters. Can you clarify for me if this was just extra caution on your part, something required by the Division of Land Resources, or something site specific you have identify that would warrant approval of these in- stream measures? i Using half sized drawings sometimes is difficult to scale off distances. Can you verify that in locations where the new utility line is parallel to the stream that the outside limit of disturbance, including temporary sediment control measure, is greater than 10 feet from top of bank as required in the Water Quality Certification. Particularly I noticed an area between Manhole 32 and 33 and another area adjacent to Concord St. C It appears that the bore pit for Crossing #8 might disturb the stream bank. Have you verified with the USACE that this boring area can be considered as "no impact "? Sometimes when pit disturbs a stream bank then there will be temporary impacts from a bore and jack situation.
