In accordance with your application for a discharge permit received on December 15, 2020 we are
forwarding herewith the subject certificate of coverage [COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
In order to comply with the conditions of NCG140000 to which you are now subject, you are
required to do the following:
➢ Implement a SWPP before beginning operations.
➢ Download and print a copy of the NCG140000 Permit from the General Permits page on the
NPDES Industrial Stormwater Program web site, which can be reached by typing
"deq.nc.gov/SW-industrial" into your browser and hitting enter.
➢ When you receive an invoice for your annual permit fee each year, pay it promptly.
EIectronic payment is convenient and quick, you can access the ePayment web site at:
https:I/deq.nc.gov/about/divisions/water-resources/water-resources-permits/wQ-
epayments.
➢ Enroll in electronic Data Monitoring Reports (eDMR) when instructed to do so by the
DEMLR Stormwater Program. You will be contacted in 2021 to begin the eDMR steps. You
can read about eDMR at https:1Ideq.nc.gov/about/divisions/energy-mineral-land-
resources/stormwater/ereporting-rule.
➢ Keep information about your facility name, ownership, legally responsible person, address,
and stormwater outfalls up to date. See the Industrial Stormwater Program web site for
instructions.

This site will discharge to a receiving stream designated as High Quality Waters (HQW). The
General Permit imposes a more stringent TSS limit and a flow limit of 50 percent of the 7Q10 base
flow for all discharges to HQW-classified waters The 7Q10 base flow for Huges Mill Creek at this
location is estimated to be 0.0095 cfs; therefore, wastewater discharge to Huges Mill Creek
should be limited to 3,070 gallons per day (gpd) or less.
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral and Land Resources (Division). The Division may require modification
or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Resources, the Coastal Area Management Act, or any other federal or local
government permit that may be required.
