PROJECT SUMMARY: The applicant is proposing to expand the existing docking facility to provide dockage,for up to eight (8) vessels. Therese Connaway Page Two 9. PROJECT DESCRIPTION: The project site is located at 811 Mullet Lane, adjacent to Wheeler Creek and a man-made basin, located off the New River, in Sneads Ferry, Onslow County. To get to the site from Wilmington take US HWY 17 N to NC Hwy 172, which is located approximately 4 miles north of Holly Ridge. Turn right onto NC Hwy 172 and continue to Wheeler Creek Road, which becomes Fulcher's Landing Road. Turn right onto Wheeler Creek Road and travel approximately 0.5 miles before turning left onto Mullet Lane. Continue down Mullet Lane and the property will be located on the left hand side of the road at the head of the boat basin. The subject property is approximately 0.29 acres and has approximately 80 linear feet of shoreline frontage. The current elevation of the property ranges from 3 to 8' above the normal water level. The project site is bordered to the west by a man-made boat basin. Commercial property borders the site to the north (Millis Seafood) and residential properties'border the property to the east and south. The highground portion of the property is void of any man-made structures and vegetation consists primarily of lawn grasses and ornamental plants. Coastal wetlands are not present at this location. There is an existing wooden bulkhead on the western property boundary that approximates the Normal High Water (NHW) boundary. Extending from the bulkhead is an existing three -slip docking facility, consisting of a partially damaged finger pier (to be removed prior to construction of the proposed facility). Currently, vessels are docked "side to" the existing bulkhead. In addition to the finger pier, several mooring pilings are located in front (waterward) of the subject property. The mooring pilings are unusable and in need of replacement. The water depths in the vicinity of the existing docking facility range from approximately -2.5' @ NLW to —3.0'@ NLW. Based on visual observations, no Submerged Aquatic Vegetation (SAV) has been seen in the location of the existing docking facility. The Onslow County Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated this area of New River as a Primary Nursery Area, and the waters adjacent to the proposed project are Closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to expand the existing docking facility by adding four (4) 3' x 16' finger piers. In addition, the applicant is proposing to install fourteen (14) individual tie - pilings around the fingers piers. As proposed, the "side to" dockage would be eliminated and finger piers would be constructed adjacent to the existing bulkhead. As shown on the site plans, the finger piers would originate at the bulkhead and extend in a westerly direction, terminating approximately 16' waterward of the existing seawall. Tie - pilings would be installed adjacent to each finger pier (two pilings on either side of the fixed fingers) and one tie - piling would be installed in alignment with each finger, approximately 14' waterward of each finger pier. As depicted on the site plans, the tie - pilings would be located a maximum of 30' waterward of the existing bulkhead. Water depths within the footprint of the docking facility range between -2.5' and -3.0', relative to Normal Low Water (NLW). These depths are relatively consistent throughout the basin and extend up to the bulkhead (due to the continued use and configuration of the existing slips). Refer to Sheet 1 of 1 for a depiction of the proposed development. As indicated on the site plan drawings and application package, the docking facility would be commercially used and would provide dockage for up to eight (8) vessels. Therese Connaway Page Three 10. ANTICIPATED IMPACTS The proposed reconfiguration of the existing docking facility would result in the incorporation of approximately 192 square feet of additional Public Trust Waters. The proposed dock construction would result in temporary increases in turbidity. As proposed, the combination of finger piers and tie - pilings would extend approximately 30' feet into a waterbody that measures approximately 140' in width (i.e. within' /4 of the width of the waterbody). The proposed reconfiguration would encroach into the applicant's 15' riparian corridor setback on both sides of the property. However, the applicant has obtained a waiver from each adjoining property owner allowing the encroachment. Submitted by: J.
