This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0024577. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. The Facility was found to be compliant with permit #WQ0024577. Below are the findings of the inspection: Flow through the facility is calculated using the water meter for the entire facility. At the time of the inspection there was no way of measuring the amount of water that was entering the lagoon vs treatment via septic systems. ORC chlorinates by adding 30 gallons of Clorox to the lagoon and then mixes for 24 hours with circulating pump before irrigation. 08/2020 NDMR was reviewed with corresponding lab data. Data that was supposed to be reported on the 07/2020 NDMR was reported on the 08/2020 NDMR. It is also worth noting that lab data shows that sampling occurred in 07/28/2020. Despite the reporting error no discrepancies were found. 07/2020 GW-59 and corresponding lab data was also reviewed. MW-2 was missing from the 07/2020 lab data. It was instead sampled on 08/20/2020, the data was present 08/2020 lab data and this data was reported on the 07/2020 GW-59. Despite the reporting errors no discrepancies were found. No operation and maintenance records were present at the time of the inspection. This was discussed with Mr. Sutton The annual soil report for 2020 was not completed. The sample for the 2020 soil report was not taken this year due to the soils being wet. However, the 2019 annual soil report was present. Prior to the inspection all NDAR1 reports were reviewed from the 2019 to 2020 period were reviewed. Subtracting flow from irrigation on the reports found approximately 750,000 gallons of effluent was missing in 2019 and approximately 250,000 gallons of effluent was missing in 2020. Mr. Sutton explained that this discrepancy was due to the water meter for the entire facility being used to calculate flow. It is also worth noting that the facility utilizes two 1000-gallon septic tanks, a 5000-gallon septic tank and a 6000-gallon septic tank. There was also no water meter being utilized to calculate the flow that is solely going to the lagoon. Therefore, Mr. Sutton obtained a water meter for the pipe discharging to the lagoon to remedy this issue. It was also concluded that the missing effluent was likely treated by the septic systems. Freeboard violations were also discussed with Mr. Sutton. It was explained that he was measuring from the 2ft marker to the water surface in the lagoon. Therefore, he was missing 2ft of additional freeboard on many of his NDAR1 reports. No issues were found in the end -use irrigation area. Which is a 4-acre spray irrigation area served by a traveling gun. The lagoon and the berms around the lagoon looked to be in good shape. During the next sampling event for the next GW-59 monitoring report for the facility, there are plans to do split sampling. A response is due for the 1 Notice of Deficiency, 7 Notice of Violations and 1 Notice of Violation with intent to enforce.
